The autism coverage law in Wyoming
W.S. 26-20-701 establishes general mental health insurance parity. Wyoming DOI Bulletin 01-2019, dated April 19, 2019, addresses autism coverage under that parity framework; its existence and subject were verified in the DOI's bulletin register, while its coverage details were confirmed through Autism Speaks. See coverage details and sources.
Getting a new technician started in Wyoming
Wyoming's behavior technician exemption means a BT needs no state license, only supervision by a licensed BCBA/BCaBA. For Medicaid billing the State Plan lists RBTs, so obtaining the RBT credential is likely needed for Medicaid work. (Our research note; confirm with the agencies on the BT vs RBT page.)
What we are still checking
- Wyoming autism insurance mandate details (statute, age limits, caps) and the 2019 DOI bulletin itself
- Wyoming Medicaid ABA provider manual: whether unregistered BTs may be used, supervision ratios, telehealth
- Telehealth and telesupervision rules for ABA (Medicaid, commercial, and Board of Psychology rules)
- Board of Psychology fee schedule and rule text on supervision
- Background check or training requirements for technicians
- Major commercial payers and any Medicaid managed care
- The DOI register confirms Bulletin 01-2019 dated April 19, 2019. Its original PDF was opened in the agency-linked Google Drive viewer, but its text could not be read; detailed coverage findings therefore rely on Autism Speaks rather than direct review of the bulletin.
- Autism insurance age limits remain unverified. Autism Speaks reports no explicit coverage caps, but the original bulletin's age and limit provisions were not independently read.
- Commercial payer-specific RBT or other technician credential requirements, reimbursement for services delivered by unregistered BTs, and technician claim-submission arrangements remain unverified.
- Wyoming Medicaid's October 1, 2026 CMS-1500 manual was located but could not be read. ABA-code-specific telehealth eligibility, including technician services, audio-only delivery, and remote-supervision billing, remains unverified; general Medicaid telehealth findings rely on CCHP's May 2026 review of April 2026 manuals.
- ABA-specific initial or periodic in-person requirements remain unverified.
- Wyoming Board of Psychology requirements for ABA telesupervision and commercial payer-specific remote-supervision rules remain unverified. BACB permission for video supervision does not establish payer billability.
- practice_requirements: verifier astra marked conflict - Change W.S. 7-19-201(a)(xxxi) to W.S. 7-19-201(a)(xxxii). The enrolled 2022 bill used (xxxi), but the current codified statute places psychology-board applicants in (xxxii); current (xxxi) covers nursing home administrators. The provision covers applicants for licensure OR certification, including behavior analysts and assistant behavior analysts. W.S. 33-27-116(o) also requires background information for initial applicants and renewal applicants every two years as provided by board rule. Qualify 'not to exempt technicians' as 'this particular board-applicant provision does not apply solely because someone works as an exempt technician'; it does not establish exemption from every other background-check requirement. Keep facility licensing and staff-training fields null as unverified, not as findings that no requirements exist.
