Practice requirements for ABA providers in Wisconsin

Last researched October 21, 2026

The internal processes a practice in Wisconsin has to run before and after a technician starts. A practice, not MeetAllo, remains responsible for compliance.

Background checks

ForwardHealth Update 2015-55 (October 2015) expressly subjects providers enrolling for either comprehensive or focused behavioral treatment to caregiver background checks under Wis. Admin. Code ch. DHS 12; employers must retain the checks and results for DHS inspection. A newer benefit-specific restatement was not located. DHS's general Background Checks Program page, revised March 19, 2026, requires checks for employees/contractors with regular, direct client contact at hire, upon changed circumstances, and at least every four years. For plans subject to the autism insurance rule, Ins 3.36(2)(i) requires a criminal background check for qualified paraprofessionals; sub. (14)(b) requires employers to verify credentials, document absence of felony or child-maltreatment convictions, and periodically recheck compliance.

Staff training

Current ForwardHealth enrollment criteria, read 2026-10-21, permit a technician to qualify with a high school diploma/GED plus 40 documented hours following the standard core curriculum, or with BACB RBT certification. RBT certification is therefore not mandatory for this Medicaid pathway. The application requires the NPI of an already-enrolled behavioral treatment or focused treatment licensed supervisor and attestation of high-school completion or equivalent. For insurance plans subject to Ins 3.36, qualified paraprofessionals must be at least 18, have a high-school diploma, complete at least 20 hours of specified training plus at least 10 hours of applied behavioral training with an autistic individual present, and work under active supervision with scheduled oversight. That definition does not specify RBT certification or a separate technician license.

Other requirements

Current ForwardHealth handbook topics 19061 and 3969 classify technicians and treatment therapists as rendering-only providers; they cannot submit claims independently. Claims identify a supervising provider or group as billing provider. Technicians may render comprehensive and qualifying focused treatment. Topic 19038 requires documented professional supervision, including at least monthly face-to-face observation of technicians implementing the plan, and generally one to two hours of simultaneous direction per ten treatment hours, averaged monthly; exceptional additional oversight requires documentation. Licensed supervisors must directly observe the member for at least one hour every 60 to 75 days. Commercial-rule qualifications do not establish a particular insurer's enrollment or independent-billing permissions. Medicaid findings use official sources; commercial-rule details use Cornell's reproduction because the legislature's viewer and PDF could not be fetched.

Supervision requirements

As of 2026-10-21, licensed supervisors must directly observe the member for at least one hour every 60 to 75 days, measured initially from the first direct-treatment service. Technicians require monthly face-to-face supervision. Therapists require weekly contact plus monthly face-to-face supervision. Generally, one to two hours of direct oversight are expected per ten treatment hours, and any exceptional excess must be documented. The plan of care must give the frequency, mode and provider of supervision. Prior authorization (PA) from ForwardHealth is required for treatment. Qualifying behavior-identification assessment is covered without PA up to 96 units/24 hours annually.

National baseline for onboarding a technician

Items below are supported by BACB or regulator sources. Your state may add more.

  • Verify RBT status on the BACB Certificant Registry (status, expiration, listed supervisor; red text means may not practice) or via portal verification report / $25 written verification.
  • Ensure a qualified BCBA/BCaBA supervisor (with completed supervisor training 2.0) or RBT Requirements Coordinator lists the RBT as supervisee in their BACB portal before the RBT provides services as an RBT.
  • Assign a supervisor/Coordinator for every client the RBT serves; no relation, employer-superior or multiple relationship with the RBT.
  • Plan supervision: 5% of monthly service hours, at least two real-time contacts per month, one individual, one observation of services; document dates, durations, format, observations; retain 7 years.
  • Criminal background check and abuse registry check comparable to those for home health aides/child care/teachers, within 180 days before the application is paid; fingerprinting may be required by state or organization.
  • For applicants: have a BCBA/BCaBA Responsible Assessor (with 8-hour supervision training, same organization as applicant and clients, not related/subordinate/employed by the applicant at the time of assessment) complete the ICA after the 40-hour training; keep assessment records 7 years.
  • Attesting Certificant for the application attestation must not be related to, subordinate to, or employed by the applicant.
  • Correct worker classification (employee vs contractor) for RBTs; BACB may ask for a tax professional's written opinion in an ethics matter.
  • For TRICARE ACD enrollment: RBT/ABAT/BCAT or state certification, current BLS/CPR, authorized ABA supervisor named, 10-year federal/state/county criminal and sex-offender history check.
  • For Medicaid/commercial payers: confirm state Medicaid or payer definition of technician qualifications, enrollment and credentialing before billing (state-specific).

Verify any certified technician on the BACB certificant registry.
