ABA insurance and Medicaid coverage in Wisconsin
Last researched October 21, 2026
Who pays for ABA in Wisconsin, and what a practice has to do to bill them. Coverage details here come from statutes and agency pages we read, not from payer marketing.
Autism insurance mandate
- State mandate for autism coverage
Yes, the research found a state autism coverage law.
- Statute
Wis. Stat. 632.895(12m)
- Age limits
As of 2026-10-21, the statute text itself does not state an age limit. However, the implementing rule (Ins 3.36(4)(a)5) requires intensive-level treatment to commence after age two and before age nine. OCI states no age requirement for nonintensive-level services.
- Annual cap
These are minimum mandated coverage amounts, not universal caps. The statutory baselines are at least $50,000 per insured per year for intensive-level services and at least $25,000 per year for nonintensive-level services, adjusted annually for inflation using the medical care group of the CPI. OCI lists the 2026 minimums as $74,240 for intensive-level services and $37,119 for nonintensive-level services. The statute describes intensive-level services as 30 to 35 hours of care per week for a minimum duration of 4 years, unless less treatment is medically appropriate; the implementing rule uses a different threshold (an average 20-hour threshold and 48 cumulative months).
- Excludes self-funded employer plans
It depends.
- Notes
Coverage must be provided for evidence-based treatment of autism spectrum disorders if the treatment is prescribed by a physician. The listed qualified providers are nonexhaustive: they include psychiatrists, psychologists, licensed clinical social workers, licensed behavior analysts, paraprofessionals working under supervision, professionals working under supervision in an outpatient clinic, speech-language pathologists, and occupational therapists. The statute exempts specified policy types (disease-specific policies, limited service health organizations, non-network PPO plans, long-term care, Medicare supplement/replacement). Self-funded plans: OCI lists a self-funded health benefit plan from an employer that is subject to federal jurisdiction (federally regulated employer self-funded plans) among the exclusions, whereas specified state/local governmental self-insured plans are included.

Payers named in our research
Names come from the research behind this page. Appearing here does not mean a payer is accepting new providers or that networks are open. Always confirm directly with the payer.
Other payers
- ForwardHealth (Wisconsin Medicaid / BadgerCare Plus) fee-for-service - DHS FAQ states behavioral treatment is provided outside Medicaid HMOs; members enrolled in a Medicaid HMO do not use the HMO for behavioral treatment (HMO still covers diagnostic evaluation and medical care).
How to enroll
- Start at the state Medicaid provider enrollment page: https://www.forwardhealth.wi.gov/WIPortal/content/html/btb/Behavioral_Treatment_Benefit.htm.spage.
- Ask each commercial payer you want to bill for its credentialing application and timeline. We have not verified payer timelines.
- Confirm which staff types the payer reimburses, including whether technicians must hold the RBT credential. See BT vs RBT in Wisconsin.
