Getting a new technician started in Wisconsin
Medicaid pathway lets a new technician start with 40 hours of agency-administered training instead of first holding an RBT (per 2015 ForwardHealth handout; confirm current policy). Medicaid behavioral treatment is fee-for-service with prior authorization, so the employing agency must be enrolled with ForwardHealth. (Our research note; confirm with the agencies on the BT vs RBT page.)
What we are still checking
- Is the 2015 ForwardHealth technician criteria (RBT or 40 hours of training) still current in the Online Handbook?
- Are ABA/behavioral treatment codes billable via telehealth today, and is telesupervision permitted?
- Does the DQA caregiver background-check law apply to behavioral treatment providers/technicians?
- Do self-funded plans fall under s. 632.895(12m)?
- Current DSPS fees and renewal date for Behavior Analyst license
- Whether s. 440.31x contains a licensure exemption for behavior technicians
- A separate facility or agency license requirement for a standalone ABA practice was not established; facility_or_agency_license remains null. Individual professional licensure and Medicaid enrollment should not be treated as proof of facility licensure.
- Current ForwardHealth enrollment criteria confirm the non-RBT training pathway. Historical statements retained in medicaid_aba and bt_vs_rbt need reconciliation outside these scoped edits: the current handbook permits technicians in focused treatment and classifies treatment therapists as rendering-only; current enrollment criteria use 2,000 rather than 3,000 experience hours for the RBT focused-treatment-therapist pathway.
- Commercial insurer-specific technician enrollment, billing permissions, and any additional RBT requirements were not verified. Ins 3.36 establishes qualified-paraprofessional requirements for applicable plans, not universal payer acceptance.
- Individual ABA procedure-code/modifier combinations were not checked in the current interactive ForwardHealth fee schedule. Permanent policy and conditional telesupervision rules were verified, but not every proposed remote-service configuration.
- A generally applicable commercial-insurance telehealth parity law and commercial ABA telehealth/telesupervision policies were not established; telehealth_parity_law remains null.
- ForwardHealth Update 2015-55 explicitly applies DHS 12 caregiver background checks to behavioral treatment providers, but a newer benefit-specific restatement was not located; confirm current implementation and any setting-specific requirements.
- medicaid_aba: verifier astra marked conflict - Coverage, program names, and DHS administration are supported. Replace the inaccessible forwardhealthsete benefit URL with the opened production URL. The historical three-tier/two-tier descriptions and 4,000/400/2,000/3,000-hour figures accurately reproduce the 2015 materials, but those materials explicitly are not official policy and conflict with current requirements. Current enrollment retains Wisconsin behavior-analyst licensure plus 4,000 supervisory hours for the ABA supervisor pathway. BCaBA certification is now a standalone therapist qualification without the separately listed 400-hour requirement; master's and bachelor's pathways retain 400 and 2,000 hours, respectively, and the page specifies accredited degrees rather than the historical subject-area list. The focused therapist RBT pathway now requires 2,000 hours, not 3,000. Technicians may deliver authorized focused treatment as well as comprehensive treatment, so remove 'comprehensive only' and the exclusive two-tier characterization. RBT certification is optional through the alternative technician training pathway. Replace 'should see' with mandatory direct observation for at least one hour every 60–75 days, measured initially from the first direct-treatment service. Current policy also requires monthly face-to-face technician supervision, weekly contact plus monthly face-to-face therapist supervision, and generally one to two hours of direct oversight per ten treatment hours, with exceptional excess documented. PA is required for treatment, but qualifying behavior-identification assessment is covered without PA up to 96 units/24 hours annually.
- bcba_licensure: verifier astra marked conflict - The Behavior Analyst credential, DSPS regulator, BCBA certification requirement, and absence of separate Wisconsin renewal CE are supported. Qualify the licensure statement: s. 440.311 protects the behavior-analyst title and preserves appropriately trained, in-scope practice by other licensed professionals who do not claim that title. Replace the incorrectly labeled 440/iv/40 source: 440.40 concerns transportation network companies. Cite ch. 440, subch. III, ss. 440.310–440.317, particularly 440.311, 440.312, and 440.313. Legislature pages were inaccessible; statutory quotations came from opened 2025 reproductions. The renewal-date sources differ: s. 440.08(2)(a)20m says December 15, while the current official DSPS table says renew by December 14 in even years. Preserve that distinction; do not characterize it as a verified statutory amendment. DSPS currently lists $59 initial and $59 renewal fees. No separate state CE does not eliminate BACB maintenance requirements.
- bt_vs_rbt: verifier astra marked conflict - The non-RBT pathway is supported: current criteria allow a high-school diploma/GED plus 40 documented hours following the standard core curriculum, or BACB RBT certification. Medicaid enrollment remains required; no deadline to subsequently obtain RBT certification was found. Correct the billing claim: therapists, like technicians, are rendering-only; licensed supervisors are billing/rendering providers. The age-18 statement is supported historically, but the opened current technician enrollment criteria do not expressly repeat it, so a current universal Medicaid age minimum remains unsupported by that page. Replace mandatory diploma/GED upload language with current education attestation and production of documentation upon DHS or federal-auditor request. The current application also requires an already-enrolled licensed supervisor's NPI. A blanket BACB-certificate requirement cannot apply to the non-RBT pathway. Commercial-insurance technician requirements remain outside this Medicaid finding.
