Practice requirements for ABA providers in Pennsylvania
Last researched October 21, 2026
The internal processes a practice in Pennsylvania has to run before and after a technician starts. A practice, not MeetAllo, remains responsible for compliance.
Requirements for practices
- Facility or agency license
Most IBHS agencies must obtain a license from the Department of Human Services before beginning operations and meet Chapter 20 licensure requirements (55 Pa. Code 5240.3). The transition window for ABA providers (within 180 days of Oct 19, 2019) has expired and is not a grace period for new providers. The regulation does not apply to individual licensed practitioners or group arrangements in which only licensed practitioners provide IBHS (5240.1).
- Background checks
5240.14 requires agencies to have written policies and procedures for staff having contact with children or youth. These cover compliance with the Child Protective Services Law and 55 Pa. Code Chapter 3490 (criminal history and child abuse clearances), and also include mandated reporting and training, not only clearances.
- Staff training
Initial and annual training requirements apply under 5240.83. Required initial training must be completed before staff provide ABA services independently. Annual minimums: 16 hours for behavior analytic services and for behavior consultation-ABA services; 20 hours for assistant behavior consultation-ABA and for BHT-ABA (related to ABA). Assistant behavior consultation-ABA staff need 20 hours of initial training unless they hold a BCBA, BCaBA, BCAT, or another NCCA/ANSI-accredited graduate or undergraduate behavior-analysis certification. BHT-ABA initial requirements are incorporated through 5240.73(c), (d) and (f); the annual 20 hours are not the complete BHT-ABA training obligation. Training is also subject to Department/BACB-provider approval conditions and job-function/training-plan requirements; confirm the exact conditions in 5240.83 and 5240.73 before relying on a specific course.
- Other requirements
IBHS serves children (under 14), youth (14 to under 18) and young adults (18 to under 21). The ABA assessment must be face-to-face, completed by someone qualified for behavior analytic or behavior consultation-ABA services, and finished within 30 days of initiating ABA services and before completing the ITP (5240.85).
Medicaid supervision and enrollment
- Provider enrollment
We could not verify this yet - check with Pennsylvania Department of Human Services (Office of Mental Health and Substance Abuse Services).
- Supervision requirements
55 Pa. Code 5240.82: BHT-ABA staff receive weekly one-hour supervision if working 37.5+ hours per week, or two one-hour sessions per month if under 37.5 hours; in addition, at least one hour of individual face-to-face supervision monthly. Six hours of onsite supervision are required before independent service for staff who have not previously provided BHT-ABA services. Direct observation of one hour is required every 4 months, with an interval of every 2 months applying specifically under subsection (g)(5). Maximum 12 FTE staff per supervisor (max 9 BHT-ABA FTE); group supervision separately has its own limits of 12 persons and 9 BHT-ABA. Face-to-face supervision may be delivered via secure, real-time, two-way audio and video meeting HIPAA standards; this authorizes supervision by audiovisual means and does not establish client telehealth reimbursement. Training (5240.83): BHT-ABA per 5240.73(c),(d),(f) plus 20 hours annually related to ABA. Stricter requirements of particular agencies or MCOs are unverified.

National baseline for onboarding a technician
Items below are supported by BACB or regulator sources. Your state may add more.
- Verify RBT status on the BACB Certificant Registry (status, expiration, listed supervisor; red text means may not practice) or via portal verification report / $25 written verification.
- Ensure a qualified BCBA/BCaBA supervisor (with completed supervisor training 2.0) or RBT Requirements Coordinator lists the RBT as supervisee in their BACB portal before the RBT provides services as an RBT.
- Assign a supervisor/Coordinator for every client the RBT serves; no relation, employer-superior or multiple relationship with the RBT.
- Plan supervision: 5% of monthly service hours, at least two real-time contacts per month, one individual, one observation of services; document dates, durations, format, observations; retain 7 years.
- Criminal background check and abuse registry check comparable to those for home health aides/child care/teachers, within 180 days before the application is paid; fingerprinting may be required by state or organization.
- For applicants: have a BCBA/BCaBA Responsible Assessor (with 8-hour supervision training, same organization as applicant and clients, not related/subordinate/employed by the applicant at the time of assessment) complete the ICA after the 40-hour training; keep assessment records 7 years.
- Attesting Certificant for the application attestation must not be related to, subordinate to, or employed by the applicant.
- Correct worker classification (employee vs contractor) for RBTs; BACB may ask for a tax professional's written opinion in an ethics matter.
- For TRICARE ACD enrollment: RBT/ABAT/BCAT or state certification, current BLS/CPR, authorized ABA supervisor named, 10-year federal/state/county criminal and sex-offender history check.
- For Medicaid/commercial payers: confirm state Medicaid or payer definition of technician qualifications, enrollment and credentialing before billing (state-specific).
Verify any certified technician on the BACB certificant registry.
