BT vs RBT: what a behavior technician needs in Pennsylvania
Last researched October 21, 2026
Behavior technicians are not all regulated the same way. This page separates what the BACB requires, what Pennsylvania and its Medicaid program say, and what remains unverified.

- Detail
As of 2026-10-21, for IBHS ABA, a BHT-ABA does not need BACB RBT certification specifically if they meet another path in 55 Pa. Code 5240.81(g). Examples are the 40-hour training covering the RBT Task List with a BCBA or BCaBA trainer plus a high school diploma or equivalent, or 2 years of ABA experience plus 40 hours of training from the Department or a BACB-approved continuing-education provider. A training-completion certificate is not the same as RBT certification. A person without BACB registration may therefore qualify as a BHT-ABA through those paths, subject to agency policy and payer rules. Subsection (g) does not impose a general deadline to become an RBT. However, the April 2, 2026 OMHSAS guidance letter says the regulation's Task List wording is outdated and directs use of the RBT Test Content Outline, third edition. It calls for applicable inexperienced new hires to receive third-edition training, transition arrangements for existing or transferring staff, and applicable staff to have third-edition training after 2026. This is a training-update timeline, not a universal deadline to obtain RBT certification. The regulation text itself still contains the older wording. Stricter agency or payer requirements were not verified.
- State-specific requirements
- Criminal history checks and child abuse certification, with a cross-reference to 55 Pa. Code Chapter 3490, as required by 55 Pa. Code 5240.14; the particular clearance types and renewal intervals were not established
- Staff training per 55 Pa. Code 5240.83, including 20 hours annually related to ABA services for BHT-ABA; the annual training requires Department approval or a BACB-approved continuing-education provider
- Onsite supervision of 6 hours before independent service applies to new BHT-ABA staff without previous BHT-ABA service experience (5240.82), not automatically to every agency hire
- Initial BHT training of 30 hours before independent service in 5240.73(c) applies if the person has no previous BHT experience; the section also calls for 24 hours within six months and allows a documented college-coursework substitution under 5240.73(f) (5240.83 cross-references 5240.73(c),(d),(f) for BHT-ABA)
- April 2, 2026 OMHSAS guidance on updating BACB training to the third-edition RBT Test Content Outline applies to applicable staff; it is a training-update timeline, not a deadline to obtain RBT certification
What Medicaid says about technicians
- Who may deliver services
As of 2026-10-21: the MA Program pays for IBHS under 55 Pa. Code Chapter 1155, and payment for ABA services is made to a licensed IBHS agency enrolled in the MA Program. Payment requires medical necessity, recipient eligibility, a behavioral-health diagnosis, agency enrollment, and any applicable order/assessment/individual treatment plan (ITP) conditions. Technician qualifications alone do not authorize independent billing. Agencies are licensed by OMHSAS. Under 55 Pa. Code Chapter 5240 (adopted Oct 18, 2019; effective Oct 19, 2019), IBHS is delivered by licensed IBHS agencies. ABA staff roles in 5240.81 are: behavior analytic services, behavior consultant-ABA, assistant behavior consultant-ABA, and BHT-ABA (technician). Behavior analytic services require a qualifying Pennsylvania license plus a BCBA or another qualifying graduate-level certification. Behavior consultation-ABA has its own set of alternatives in subsection (e). The qualifying licenses listed include psychologist, social worker, professional counselor and marriage and family therapist; the list also includes CRNPs and other appropriately scoped professionals. A BHT-ABA must meet one of the following: BCaBA, RBT or BCAT certification; a behavior analysis certification from an NCCA/ANSI-accredited organization; completion of 40-hour RBT Task List training with certification naming a BCBA/BCaBA trainer plus a high school diploma or equivalency; or at least 2 years of ABA experience plus at least 40 hours of ABA training approved by the Department or supplied by a BACB-approved continuing-education provider. The July 1, 2020 compliance date in the section is historical.
- RBT required for technicians
It depends. See the condition below.
- RBT condition detail
An RBT credential is not universally required. It is one of several alternative paths for a BHT-ABA under 55 Pa. Code 5240.81(g): the 40-hour RBT Task List training path (with a BCBA/BCaBA trainer certification and a high school diploma or equivalency) or 2 years of ABA experience plus 40 hours of approved ABA training are alternatives. The regulatory Task List wording is unchanged, but the checker found April 2, 2026 OMHSAS guidance adopting current third-edition training terminology and transition expectations; that guidance should be read together with the regulation. The particular agency's policies and MCO contracts may be stricter; not verified.

National baseline
Per BACB: the Registered Behavior Technician (RBT) is 'a paraprofessional certified in behavior analysis' who assists in delivering behavior-analytic services under the direction and close supervision of an RBT Supervisor and/or RBT Requirements Coordinator, who are responsible for all work the RBT performs.
Getting the RBT credential takes a 40-hour training, a competency assessment, an application and an exam. See the RBT pathway and the fast-track timeline.
Pennsylvania note from our research: In IBHS ABA, an RBT certification is the cleanest way to qualify as a BHT-ABA, but the regulation also allows a 40-hour RBT Task List training path with a BCBA/BCaBA trainer certification and a high school diploma, so a new technician can sometimes start before the BACB exam. The agency must hold an IBHS license, and Child Protective Services Law clearances apply. The pa.gov DHS bulletin pages were not retrievable, so check current OMHSAS bulletins and MCO policies.
