Practice requirements for ABA providers in Illinois

Last researched October 21, 2026

The internal processes a practice in Illinois has to run before and after a technician starts. A practice, not MeetAllo, remains responsible for compliance.

Requirements for practices

Facility or agency license

As of 2026-10-21, per the cited Illinois rule (Section 140.465), Medicaid ABS payment may go to enrolled Behavioral Health Clinics (BHCs) or to independently enrolled ABS clinicians. Independent clinicians may bill their own services and supervised technician services within an employment, contractual or similar relationship. BHC requirements are set out in Section 140.499; the cited HFS notices do not establish a universal ABA facility license. Clinic certification details were not researched.

Background checks

Not comprehensively established. Null/blank in the prior version meant unresearched, not that no requirements exist. BACB certification includes background and abuse-registry screening, and analyst licensing includes fingerprint checks. Clinic-specific screening requirements were not established.

Staff training

Not comprehensively established. Null/blank in the prior version meant unresearched, not that no requirements exist. Clinic-specific training requirements were not established.

Other requirements

Providers must enroll via the IMPACT system. For fee-for-service (FFS) customers, prior authorization applies to BATP services exceeding six hours (24 units) per 180 days and to all BAI services (HFS notice of Jan 19, 2021). The BATP is to be updated once every 180 days. The current ABS fee schedule retains conditional authorization for assessment ("Yes if >6 hours"). Effective April 15, 2025, all ABS prior authorization requests for FFS customers must be submitted via the OMI Clinical Review Platform (CRP). Managed-care providers must follow their MCO's own authorization procedures, which may differ from the FFS requirements above.

Supervision requirements

89 Ill. Adm. Code 140.465(b)(3) requires clinical supervision of each ABS Technician by an ABS Clinician equal to at least 5 percent of the technician's time delivering ABS services per month, including at least two face-to-face, real-time contacts per month. An RBT must be supervised by an LCP, BCBA, BCBA-D, or BCaBA. A non-RBT developmental-intervention technician must be supervised by an LCP or by an LCSW, LCPC, LMFT, licensed OT, or licensed SLP with Department-approved developmental-intervention training. A BCaBA may practice as an ABS Clinician only under supervision of an LCP, BCBA, or BCBA-D; the rule sets no percentage for that supervision. An independently enrolled ABS Clinician may bill only for services the clinician personally provides or that a technician with an employment, contractual, or similar relationship provides under that clinician's supervision (140.465(a)(2)). The 05/14/2026 fee schedule requires prior authorization for BAI codes, including 97153 (daily maximum 32 quarter-hour units, Level 2 $13.00, daily maximum $416), and for BATP codes 97151, 97152, and 0362T only if more than 6 hours. Team services billed with HT require at least 1 BCBA plus 2 RBTs, or 1 developmental clinician plus 2 developmental technicians. BATP must be completed before BAI and reviewed at least every 180 days (140.465(c)(1)(A)).

National baseline for onboarding a technician

Items below are supported by BACB or regulator sources. Your state may add more.

  • Verify RBT status on the BACB Certificant Registry (status, expiration, listed supervisor; red text means may not practice) or via portal verification report / $25 written verification.
  • Ensure a qualified BCBA/BCaBA supervisor (with completed supervisor training 2.0) or RBT Requirements Coordinator lists the RBT as supervisee in their BACB portal before the RBT provides services as an RBT.
  • Assign a supervisor/Coordinator for every client the RBT serves; no relation, employer-superior or multiple relationship with the RBT.
  • Plan supervision: 5% of monthly service hours, at least two real-time contacts per month, one individual, one observation of services; document dates, durations, format, observations; retain 7 years.
  • Criminal background check and abuse registry check comparable to those for home health aides/child care/teachers, within 180 days before the application is paid; fingerprinting may be required by state or organization.
  • For applicants: have a BCBA/BCaBA Responsible Assessor (with 8-hour supervision training, same organization as applicant and clients, not related/subordinate/employed by the applicant at the time of assessment) complete the ICA after the 40-hour training; keep assessment records 7 years.
  • Attesting Certificant for the application attestation must not be related to, subordinate to, or employed by the applicant.
  • Correct worker classification (employee vs contractor) for RBTs; BACB may ask for a tax professional's written opinion in an ethics matter.
  • For TRICARE ACD enrollment: RBT/ABAT/BCAT or state certification, current BLS/CPR, authorized ABA supervisor named, 10-year federal/state/county criminal and sex-offender history check.
  • For Medicaid/commercial payers: confirm state Medicaid or payer definition of technician qualifications, enrollment and credentialing before billing (state-specific).

Verify any certified technician on the BACB certificant registry.
