BT vs RBT: what a behavior technician needs in Illinois
Last researched October 21, 2026
Behavior technicians are not all regulated the same way. This page separates what the BACB requires, what Illinois and its Medicaid program say, and what remains unverified.
Behavior technicians and the RBT credential
- Unregistered BT may deliver services
Only in some situations. See the detail below.
- Detail
As of 2026-10-21, the Illinois Medicaid rule at Section 140.465(c)(2)(B) still requires technicians delivering Medicaid comprehensive/focused ABA to be credentialed as an RBT; the cited rule lists 'ABS Technicians credentialed as an RBT.' This answer is scoped to the Medicaid reimbursement rule and is not a statewide prohibition on all supervised unregistered BT work: Section 20(c)(2) of the state licensure statute provides a separate exemption permitting implementation 'under the extended authority, direction, and supervision of a licensed behavior analyst,' without establishing commercial reimbursement. A notice updated January 30, 2026 proposes enrollment while seeking certification, but no approval was found establishing an operative grace period or its duration, so neither a grace period nor its universal absence can be confirmed. 'ABS Technician' is now an umbrella category that includes RBTs and qualifying developmental-intervention technicians. Commercial-insurance rules for unregistered BTs were not researched.
- State-specific requirements
- Age 21 was stated in the historical HFS notice of Sept 30, 2021 ('21 years of age or older') but should not be treated as a current Medicaid RBT requirement; Section 140.465(b)(2)(A) now relies on BACB certification and good standing.
- BACB eligibility for the RBT credential currently begins at age 18 with a high school-level education or the equivalent (BACB RBT Handbook); the historical HFS notices stated 'high school diploma or GED.'
- The current developmental-intervention technician alternative expressly uses age 18, not 21.
What Medicaid says about technicians
- Who may deliver services
Payment is to a Behavioral Health Clinic under 89 Ill. Adm. Code 140.499 or an independently enrolled ABS Clinician (89 Ill. Adm. Code 140.465(a); section added at 48 Ill. Reg. 864, effective 12/27/2023). ABS Clinicians are a licensed clinical psychologist; a BCBA or BCBA-D in good standing with the BACB; a BCaBA in good standing with the BACB delivering only under supervision of an LCP, BCBA, or BCBA-D; or an LCSW, LCPC, LMFT, licensed occupational therapist, or licensed speech-language pathologist, licensed in the state of practice, with advanced developmental-intervention training from a Department-approved entity. ABS Technicians, under an enrolled ABS Clinician, are an RBT in good standing with the BACB, or a person age 18 or older with a high school diploma or GED and Department-approved developmental-intervention technical training. Comprehensive or Focused ABA may be rendered only by an LCP, BCBA, or BCaBA, or by an RBT (140.465(c)(2)(B)). The HFS ABS fee schedule updated 05/14/2026 keys Level 1 to enrolled BCBAs and ABS Certified Developmental Clinicians (LPC, LCSW, LCPC, LMFT, OT, SLP) and Level 2 to enrolled RBTs and Developmental Technicians. 305 ILCS 5/5-30.11, as captured 2026-01-23, requires an order by a physician licensed to practice medicine in all its branches or an IDFPR-licensed psychologist and evaluation by a behavior analyst recognized by HFS or licensed by IDFPR. IDFPR states it began issuing licensed behavior analyst and licensed assistant behavior analyst licenses on 01/15/2025 and began enforcement against unlicensed practice by those professions on 04/21/2025. IDFPR quotes 225 ILCS 6/150 as requiring, 24 months after licensing began (IDFPR dates this 01/15/2027), that a business providing ABA have every owner and every employee who renders ABA hold a license under that Act.

- RBT condition detail
Under 89 Ill. Adm. Code 140.465(c)(2)(B), Behavior Analysis Intervention using Comprehensive ABA or Focused ABA must be rendered by an ABS Clinician credentialed as an LCP, BCBA, or BCaBA, or by an ABS Technician credentialed as an RBT in good standing with the BACB. The non-RBT technician (age 18 or older, high school diploma or GED, Department-approved developmental-intervention training) is not authorized for those ABA modalities and must be supervised under 140.465(b)(3)(C). Approved SPA IL-21-0018 (effective 10/20/2021) describes the developmental-intervention technician as age 21 or older; the 12/27/2023 rule says 18 or older. An HFS public notice dated 09/30/2025 and updated 01/30/2026 proposes, subject to CMS approval and for dates of service on or after 10/01/2025, a pathway to enroll as an RBT while concurrently seeking full RBT certification, plus fee-schedule rates for Licensed Assistant Behavior Analysts. That notice states no training-hour or time-limit conditions. The 05/14/2026 fee schedule still lists only RBT and Developmental Technician as Level 2.

National baseline
Per BACB: the Registered Behavior Technician (RBT) is 'a paraprofessional certified in behavior analysis' who assists in delivering behavior-analytic services under the direction and close supervision of an RBT Supervisor and/or RBT Requirements Coordinator, who are responsible for all work the RBT performs.
Getting the RBT credential takes a 40-hour training, a competency assessment, an application and an exam. See the RBT pathway and the fast-track timeline.
Illinois note from our research: In Illinois Medicaid the RBT credential (and age 21+) is needed before delivering ABA; a new BT should complete the BACB RBT process first. Employment through a Behavioral Health Clinic or an arrangement with a supervising BCBA plus clinical supervisor is needed.
