Telehealth and telesupervision for ABA in Oklahoma

Last researched October 21, 2026

Can a BCBA in Oklahoma deliver or supervise ABA by video, and what licensure applies? Answers below say exactly how sure we are.

BCBA licensure

Medium confidence: reputable secondary source
State license required for BCBAs

Yes.

License title

Licensed Behavior Analyst / Certified Assistant Behavior Analyst (Oklahoma). BCBA and BCaBA are national credentials; Oklahoma separately licenses behavior analysts and certifies assistant behavior analysts.

Board

As of 2026-10-21, the statutory authority is the Oklahoma Department of Human Services, Developmental Disabilities Services Division (Oklahoma Licensed Behavior Analyst Board). Under SB 1557 (enrolled), authority is scheduled to move to the Oklahoma State Board of Examiners of Psychologists effective November 1, 2026, a future date relative to today.

Statute or rule

59 O.S. § 1928; amended by SB 1557 (2026), effective November 1, 2026

Fees and timeline

As of 2026-10-21, the existing statutory fee ceiling of $100.00 still applies under current law. SB 1557, effective November 1, 2026, deletes that dollar ceiling and authorizes reasonable issuance and renewal fees 'sufficient to cover the cost and expense incurred' by the board. Under the current statute and as retained by SB 1557, applicants must have BACB certification and be at least 21 years of age; SB 1557 adds a national criminal history record check requirement (forthcoming, not yet in effect). Renewal remains due April 30 of each odd-numbered year. SB 1557 provides that no person shall practice applied behavior analysis without a license or certification, subject to statutory exceptions, including practice by supervisees under the supervision of a licensed behavior analyst. Human services professionals (e.g., licensed PT/OT, LCSW, psychologist, SLP, LPC, LMFT) acting within their own scope are not restricted, provided the ABA they practice matches their training and experience. The Board's about page states in the past tense that it 'assumed responsibility' effective November 1, 2026; that wording conflicts with the future effective date, so the transition should be treated as a definite upcoming change, not as already completed.

Telehealth and telesupervision

Medium confidence: reputable secondary source
ABA delivered by telehealth

Sometimes. See the detail below.

Detail

OHCA ABA policy allows in-person, telehealth or hybrid delivery. When telehealth is used, the provider must document justification of how treatment will benefit the member and parent(s)/guardian(s), and documentation must specify the delivery modality and service location.

Telehealth parity law

We could not verify this yet - check with the state Medicaid agency or licensing board.

In-person requirements

OHCA policy calls for a one-on-one encounter (face-to-face between member and ABA provider) except for family adaptive treatment guidance; parent participation of at least 85% each review period is expected unless sickness or unforeseen circumstances. Parent training must be done by BCBA or BCaBA.

Supervision by telehealth

We could not verify this yet - check with the state Medicaid agency or licensing board.

National baseline: BACB telesupervision

Handbook: in-person on-site observation is preferred, but observation 'may be conducted via web cameras, video-conferencing, or similar means'; internet-based supervision must comply with all applicable laws; video monitoring alone without real-time interaction/feedback may not count. Phone or email contacts do not count as the face-to-face contacts. Payer/state rules can be stricter (CMS toolkit says telehealth should be a limited adjunct and 'generally avoided' for routine technician supervision; that is CMS guidance to states, not a BACB rule).

This is the BACB's certification rule for RBT supervision. State, Medicaid or payer rules can be stricter. High confidence for the BACB text as of 2026-10-21.
