BT vs RBT: what a behavior technician needs in Oklahoma
Last researched October 21, 2026
Behavior technicians are not all regulated the same way. This page separates what the BACB requires, what Oklahoma and its Medicaid program say, and what remains unverified.
Behavior technicians and the RBT credential
- Unregistered BT may deliver services
Only in some situations. See the detail below.
- Detail
Under SoonerCare/SoonerSelect, OHCA rule § 311 defines the paraprofessional provider category as a currently BACB-certified RBT individually contracted with SoonerCare, so an uncertified technician does not satisfy that Medicaid provider category. The sources reviewed establish no grace period. State practice permission and payer reimbursement are separate questions. On practice, the supervisee provision already operates under current 59 O.S. § 1928(E)(1) and does not first arise under SB 1557: "Supervisees may only provide applied behavior analysis under the supervision of a licensed behavior analyst." On commercial coverage, current 36 O.S. § 6060.21(E) covers services provided or supervised by a BCBA, a board-certified assistant behavior analyst (BCaBA) or a licensed doctoral-level psychologist. Individual commercial payer requirements for technician credentialing were not established, so whether an uncertified technician can deliver commercially reimbursed ABA depends on the payer and plan.
- State-specific requirements
- SoonerCare contract for each staff member providing ABA (OHCA rule: all staff must be contracted with OHCA)
- Reside in Oklahoma or within 50 miles of the Oklahoma border (OHCA rule)
- No current SoonerCare overpayments and no Medicare/Medicaid sanctions or exclusions (OHCA rule for RBTs)
What Medicaid says about technicians
- Who may deliver services
Per OHCA policy (OAC 317:30-5-311, as shown on the OHCA policy site): BCBA, BCaBA, RBT (high school level or higher paraprofessional certified by the BACB), licensed psychologists with ABA experience, and certain state-licensed human services professionals who also hold BACB certification. RBTs must be currently BACB-certified as an RBT, have no overpayments or Medicare/Medicaid sanctions or exclusions, and be fully contracted with SoonerCare. OHCA states all staff providing ABA services must be contracted with OHCA and reside in Oklahoma or within 50 miles of the Oklahoma border. BCaBAs must be employed by a SoonerCare-contracted group or agency to bill. Parent training must be completed by the BCBA or BCaBA, not the RBT.
- RBT required for technicians
Yes.
- RBT condition detail
The OHCA rule describes the technician provider type as an RBT currently certified by the BACB, so a technician delivering SoonerCare-billed ABA is expected to hold active RBT certification. This is a reading of the rule's definition; the pages fetched do not contain an explicit sentence about uncertified technicians or a grace window.
National baseline
Per BACB: the Registered Behavior Technician (RBT) is 'a paraprofessional certified in behavior analysis' who assists in delivering behavior-analytic services under the direction and close supervision of an RBT Supervisor and/or RBT Requirements Coordinator, who are responsible for all work the RBT performs.
Getting the RBT credential takes a 40-hour training, a competency assessment, an application and an exam. See the RBT pathway and the fast-track timeline.
Oklahoma note from our research: A new Oklahoma BT who wants Medicaid-billable work should plan on completing BACB RBT certification and then being contracted with SoonerCare through the OHCA provider portal; the supervising BCBA must also be SoonerCare-contracted. The BCBA licensing authority is changing to the State Board of Examiners of Psychologists on Nov 1, 2026, which may briefly affect supervisor license verification and renewals.
