Getting a new technician started in Missouri
Missouri Medicaid allows a 90-day window from passing the initial competency assessment to hold the RBT credential, which lets new BTs start before exam results, but claims after day 90 without the credential are subject to recoupment (effective June 26, 2026 notice). Providers should track the exam date. (Our research note; confirm with the agencies on the BT vs RBT page.)
What we are still checking
- Current inflation-adjusted annual ABA cap under RSMo 376.1224 (statute text shows $40,000; older bills show $55,000)
- Commercial telehealth parity law and telesupervision rules for ABA in Missouri
- Board telesupervision rules, license fees, and processing times
- Background check requirements for BTs (not found in sources)
- Major commercial/Medicaid payers (not sourced)
- Facility/agency licensing requirements for ABA practices
- autism_insurance_mandate: verifier astra marked conflict - Replace the unverified current amount with the published 2026 adjusted maximum of $58,817. The $40,000 statutory base remains in the text; the director calculates an adjustment annually using CPI-U, while carriers must adjust at least triennially. Prior plan approval for medically necessary services exceeding the maximum is supported. Replace excludes_self_funded_plans:false with a qualified statement: federally preempted private self-funded ERISA plans are generally excluded; specified governmental, school-district and other nonpreempted arrangements are included. The age statements and January 1, 2020 applicability language are supported; that date is not the original enactment date. Section 376.1224 does not address telehealth. The official FAQ is stale on the cap, and the $55,000 proposal is not current law. Use the [2026 Register notice, page 317](https://www.sos.mo.gov/CMSImages/AdRules/moreg/2026/v51n4Feb17/v51n4.pdf).
- medicaid_aba: verifier astra marked conflict - Coverage, program administration and enrollment are supported. The cited DOCX could not be read; its claimed 3/3/2026 date is UNSUPPORTED. An opened official 11/3/2025 manual supports psychologist specialty approval, technician non-enrollment, supervisor billing and documentation review/signature, written supervision, and FFS payment for managed-care participants. It also includes provisional licensees. Correct billing to HM plus HO or HN. June 26, 2026 is the reminder's publication date; Bulletin 47-19 made the grace policy effective April 1, 2024. Two source conflicts must remain explicit: current 13 CSR 70-98.030(4)(C) requires RBT certification despite the later grace-period guidance; subsection (8)(A) routes assistant-service payment to the supervising/employing LBA and technician payment to the supervising/employing LBA or psychologist, potentially through their agency. Do not equate eligibility to render services with entitlement to direct payment. See the [current regulation](https://www.sos.mo.gov/cmsimages/adrules/csr/current/13csr/13c70-98.pdf).
- telehealth_aba: verifier astra marked conflict - Conditional telemedicine coverage is supported. The 2026 DOCX/version remains unverified. The opened 2025 manual supports POS 02/10 and GT with actual POS for prior-authorized FFS residential/inpatient services at POS 14, 21, 33, 51, 55, 56 or 61; it also specifies school POS 03 plus GT. Flag the textual discrepancy: the manual includes BTs, but 13 CSR 70-3.330(2)(A) expressly names RBTs. Do not treat that regulation as express authorization for unregistered BTs. Qualify the Missouri-license statement for psychologists authorized through PSYPACT; technician rendering status is distinct from enrolled-provider status. Populate parity with RSMo 376.1900 for applicable health plans. Under 13 CSR 70-3.330, an initial telemedicine encounter is permitted when the care standard does not require an in-person encounter. Remote-supervision requirements remain unverified; permission to deliver treatment remotely does not establish permission for every supervision arrangement. See [telemedicine regulation](https://www.sos.mo.gov/cmsimages/adrules/csr/current/13csr/13c70-3.pdf).
- bt_vs_rbt: verifier astra marked conflict - The age, education, training, assessment, 90-calendar-day clock, examination and credential deadline are supported by MHD guidance. Written supervision is supported by the older official manual. However, current 13 CSR 70-98.030(4)(C) still requires technician certification and does not state the grace exception. Preserve this source conflict rather than presenting the guidance as unqualified regulatory permission. Label these as MO HealthNet participation requirements, not universal requirements for every Missouri BT setting. Billing requires the licensed supervisor and HM plus HO or HN, as documented in the medicaid_aba section. Replace the unreadable 2026 manual attribution with the verified bulletin/manual sources. See [MHD's current reminder](https://dss.mo.gov/mhd/hot-tips/mandatory-rbt-credential-90-day-grace-period-and-billing-compliance-aba).
