Getting a new technician started in Hawaii
RBT credentialing appears to be what keeps a technician within the licensure exemption under HRS 465D-7(a)(4), so getting the RBT credential early is the safest path; technicians must work under the direction of a Hawaii-licensed behavior analyst or licensed psychologist. Hawaii's BCBA license requires an active BACB certification plus DCCA processing, which can delay supervisors moving in from other states (endorsement available). (Our research note; confirm with the agencies on the BT vs RBT page.)
What we are still checking
- Hawaii Medicaid (Med-QUEST / QUEST Integration health plans) ABA policy: covered services, who may deliver, RBT requirement, supervision, telehealth, provider enrollment URL. Med-QUEST site returned 403 and the only source is a DOE report mention of an EPSDT memorandum.
- Names of major Medicaid and commercial payers (HMSA, Kaiser, QUEST plans were mentioned only in an unopened search snippet).
- Exact DCCA license fees and processing times, and the DCCA behavior analyst program URL.
- Whether an RBT-uncredentialed behavior technician may work under a licensed behavior analyst in Hawaii.
- Whether the mandate applies to self-funded plans, and whether the age (under 14) and $25,000 limits have been changed by 2026 amendments (the statute page read was the HRS current version).
- Telehealth rules for ABA and telesupervision in Hawaii.
- The current statewide ABA memo QI-2431 / FFS 24-13 was identified on the official Med-QUEST index, but its legacy PDF returned errors and its migrated PDF could not be fully read. Statewide credentialing, enrollment and detailed supervision statements attributed to Carelu remain secondary-source findings. AlohaCare's 2026 policy, the Medicaid enrollment page and the December 2025 telehealth memo were read directly.
- No fetched source established Medicaid reimbursement for services delivered by an uncredentialed BT or RBT trainee, including under a statutory licensure exemption. The verified RBT pathway does not resolve every possible exemption or commercial-plan rule.
- Medicaid ABA code-specific telehealth approval, remote assessment requirements, and permitted telesupervision proportions remain unverified. The retained telehealth_aba section's statement that no Medicaid telehealth rules were found is superseded by the Medicaid findings recorded in medicaid_aba; other sections were preserved in this Medicaid-only pass.
- Commercial payer identities and their technician credentialing and billing requirements were not established in this pass. Official Medicaid plan names are recorded in medicaid_aba; major_payers was left unchanged.
- Commercial ABA telehealth and telesupervision rules in Hawaii.
- bcba_licensure: verifier astra marked conflict - The substantive statutory claims are supported. The conflict is in DCCA's linked program webpage: it contains a triennial June 30 statement alongside odd-year December 31 renewal information. HRS 465D-10 and DCCA's application support biennial renewal; do not adopt the conflicting triennial statement. Add the statutory exemptions and clarify that each day of a violation is a separate offense. Endorsement requires a current, unencumbered license and the director's equivalency determination. The surcharge provision does not establish that the surcharge is still being collected. Populate board_url with https://cca.hawaii.gov/pvl/programs/behavior/. Exact fees were retrieved: the linked application lists $260 for even-year applications and $150 for odd-year applications; the program webpage lists $220 for active on-time renewal.
