BT vs RBT: what a behavior technician needs in District of Columbia

Last researched October 21, 2026

Behavior technicians are not all regulated the same way. This page separates what the BACB requires, what District of Columbia and its Medicaid program say, and what remains unverified.

Detail

As of 2026-10-21, an uncertified BT is not among the eligible ABA practitioners listed in DC's Medicaid state plan. Commercial-plan permission to use or bill for uncertified BTs remains unverified. CareFirst's public provider manual identifies payment policy PP CO 020.01 as addressing assistant behavior analysts and registered behavior technicians, but the linked policy returned Permission Denied; the index alone does not establish certification or billing rules. A separate DC technician license or registration requirement was not established by the retrieved licensing sources. The overall unknown value reflects unresolved commercial-plan and state-practice requirements, not uncertainty about Medicaid's RBT technician pathway.

State-specific requirements
  • DC Medicaid's technician pathway requires BACB RBT certification and the supervision described in medicaid_aba.
  • For that BACB credential, the June 2026 handbook requires age 18 or older, high-school-level education or equivalent, criminal background and abuse-registry checks, qualifying 40-hour training, an initial competency assessment and passing the examination. These are BACB certification requirements, not a separately verified DC technician license.

What Medicaid says about technicians

Medium confidence: reputable secondary source
Who may deliver services

The state plan lists psychologists; LICSWs; speech-language pathologists and audiologists; and BACB-certified BCBAs, BCBA-Ds, BCaBAs and RBTs. BCBAs and BCBA-Ds must meet Medicaid screening and enrollment requirements.

RBT required for technicians

Yes.

RBT condition detail

For the technician pathway, the approved state plan names BACB-certified RBTs, not uncertified BTs. TN 23-0009 was approved 2023-08-25 and effective 2023-10-01. These practitioner qualifications do not establish independent technician billing privileges. The enrollment URL is identified in DHCF's Rev Up DC credentialing guide; ABA-specific application instructions remain unverified.

National baseline

Per BACB: the Registered Behavior Technician (RBT) is 'a paraprofessional certified in behavior analysis' who assists in delivering behavior-analytic services under the direction and close supervision of an RBT Supervisor and/or RBT Requirements Coordinator, who are responsible for all work the RBT performs.

Getting the RBT credential takes a 40-hour training, a competency assessment, an application and an exam. See the RBT pathway and the fast-track timeline.

We have no District of Columbia-specific note on speeding up a technician's start yet - check with the state Medicaid agency.
