Practice requirements for ABA providers in Arizona

Last researched October 21, 2026

The internal processes a practice in Arizona has to run before and after a technician starts. A practice, not MeetAllo, remains responsible for compliance.

Requirements for practices

Facility or agency license

As of 2026-10-21, AHCCCS states it is not the facility licensing agency and that facility licensure authority belongs to the Arizona Department of Health Services (AHCCCS FAQ Q51). Arizona statute defines "Department" as the department of health services (A.R.S. 36-401) and directs the director to adopt rules for minimum standards and requirements for constructing, modifying and licensing health care institutions (A.R.S. 36-405). Whether a particular ABA clinic needs an ADHS license was not determined.

Background checks

The May 2026 AHCCCS FAQ describes a Level 1 fingerprint card, standard criminal background check and abuse registry check before any contact with members, but this should not be treated as a confirmed effective requirement. A later proposed state rule draft would instead require criminal screening at hire and every three years thereafter, and registry screening at hire and annually; it would permit directly observed services while screening verification is pending and recognize fingerprint cards where independently required. These proposed changes conflict with the blanket pre-contact description, and final adoption was not verified as of 2026-10-21.

Staff training

The analyst (LBA) is responsible for training and supervision of trainees and technicians. The May 2026 FAQ's 40-hour RBT training and RBT credential within 90 days of hire provisions should not be treated as confirmed effective requirements; their current status was not verified as of 2026-10-21.

Other requirements

Provider enrollment is through the AHCCCS Provider Enrollment Portal (APEP) ("You must apply through APEP"). AHCCCS announced informational webinars on proposed ABA policy updates (provider session April 15, 2026; family session April 16, 2026); the announcement confirms scheduling only, not that the sessions occurred. Tighter prior authorization and documentation expectations are proposed provisions, not confirmed final requirements.

Supervision requirements

The Behavior Analyst remains responsible for training and supervising technicians under the published 320-S. The May 2026 FAQ describes a proposed standard (LBA joins and directs at least 1 of every 10 hours of technician-delivered services, measured over a four-week period; in-person or approved telehealth supervision when clinically appropriate; ABA Trainees may not independently supervise technicians), but this was not confirmed as in effect. A later September proposal, also published October 9, differs materially: case supervision includes direct and indirect activities, with a 1:10 ratio for ABA supervisees generally, and contains no four-week measurement provision. No final ABA adoption or effective date was found, so the supervision requirements should be treated as unconfirmed.

National baseline for onboarding a technician

Items below are supported by BACB or regulator sources. Your state may add more.

  • Verify RBT status on the BACB Certificant Registry (status, expiration, listed supervisor; red text means may not practice) or via portal verification report / $25 written verification.
  • Ensure a qualified BCBA/BCaBA supervisor (with completed supervisor training 2.0) or RBT Requirements Coordinator lists the RBT as supervisee in their BACB portal before the RBT provides services as an RBT.
  • Assign a supervisor/Coordinator for every client the RBT serves; no relation, employer-superior or multiple relationship with the RBT.
  • Plan supervision: 5% of monthly service hours, at least two real-time contacts per month, one individual, one observation of services; document dates, durations, format, observations; retain 7 years.
  • Criminal background check and abuse registry check comparable to those for home health aides/child care/teachers, within 180 days before the application is paid; fingerprinting may be required by state or organization.
  • For applicants: have a BCBA/BCaBA Responsible Assessor (with 8-hour supervision training, same organization as applicant and clients, not related/subordinate/employed by the applicant at the time of assessment) complete the ICA after the 40-hour training; keep assessment records 7 years.
  • Attesting Certificant for the application attestation must not be related to, subordinate to, or employed by the applicant.
  • Correct worker classification (employee vs contractor) for RBTs; BACB may ask for a tax professional's written opinion in an ethics matter.
  • For TRICARE ACD enrollment: RBT/ABAT/BCAT or state certification, current BLS/CPR, authorized ABA supervisor named, 10-year federal/state/county criminal and sex-offender history check.
  • For Medicaid/commercial payers: confirm state Medicaid or payer definition of technician qualifications, enrollment and credentialing before billing (state-specific).

Verify any certified technician on the BACB certificant registry.
