Getting a new technician started in Arizona
If the updated AHCCCS 320-S policy described in the May 2026 FAQ is in effect, a new technician can start before holding the RBT credential but must have a Level 1 fingerprint clearance card, background check and abuse registry clearance before touching a member case, and must obtain an active RBT within 90 days of hire. Fingerprint clearance is the likely gating item; its processing time was not researched. (Our research note; confirm with the agencies on the BT vs RBT page.)
What we are still checking
- Final effective/implementation date and final text of the updated AHCCCS AMPM 320-S (retrieved published copy is the 2019/2020 version; FAQ refers to a policy draft/updates)
- Whether the 90-day RBT window applies to commercial payers or only AHCCCS
- Arizona psychology board current LBA application steps, fees and processing times (board site blocked)
- Whether SB 1590 (2025) or other bills changed A.R.S. 20-1057.11 and companion sections (e.g., age-banded caps); mandate for other insurer types (disability insurers) not opened
- Whether the mandate applies to self-funded plans
- AHCCCS health plan (ACC/DDD) names and commercial payers for ABA - none sourced
- Telehealth billing modifiers/codes allowed for ABA under AHCCCS
- Whether ABA clinics require ADHS facility licensure
- autism_insurance_mandate: verifier astra marked conflict - Replace the SB 1590 discussion: it became Laws 2025, Chapter 142, approved May 7, 2025, and removed the former age-banded benefit caps. The introduced bill's deleted text was misread as a proposal to impose caps. Current 20-1057.11 contains no age ceiling or annual dollar cap. Companion sections 20-826.04, 20-1402.03 and 20-1404.03 were also opened and verified. Preserve the distinction between prohibited diagnosis-based restrictions and generally applicable cost sharing, which subsection C permits. Say the statute does not REQUIRE coverage outside Arizona, rather than saying it does not apply there. The individual/small-employer and limited-benefit exceptions are supported. Retain self-funded-plan treatment as unverified; statutory silence does not establish an exemption.
- medicaid_aba: verifier astra marked conflict - Coverage, analyst oversight, subordinate delivery roles and medical necessity are supported. The current AMPM index still links to the 2019/2020 policy. Its technician definition also includes an alternative under A.A.C. R9-10-101(39), omitted from the submitted summary. The May FAQ supports the described credentials and supervision as proposal-related statements, but does not establish their effective implementation. A later September proposal, also published October 9, materially differs: case supervision includes direct and indirect activities, with a 1:10 ratio for ABA supervisees generally; it contains no four-week measurement provision. No final ABA adoption or effective date was found on the opened final-rule page. Do not publish the May requirements as current binding rules. FAQ Q25 also adds specific evidence requirements for members 21 or older. Permission to deliver services does not independently establish permission to bill.
- bt_vs_rbt: verifier astra marked conflict - The state licensure exemption and nonprofessional-title restrictions are supported. The May FAQ contains the listed technician qualifications, screening requirements and transition period, but these should not be labeled established statewide requirements. The later September proposal permits nationally recognized ABA technician certification, rather than RBT exclusively, with the quoted longer deadline, language/disability exceptions and conditional supervised services before certification. Neither proposal's final effectiveness was established. Preserve conditional delivery eligibility and distinguish licensure exemption from AHCCCS reimbursement eligibility.
- practice_requirements: verifier astra marked conflict - ADHS facility-licensing authority, APEP enrollment and analyst responsibility for staff training/supervision are supported; whether a particular clinic requires an ADHS license remains undetermined. Replace the blocked NewProviders citation with the opened APEP page. The webinar announcement proves scheduling, not that the sessions actually occurred. Treat tighter authorization/documentation provisions as proposed. Do not present the May FAQ's screening and 90-day RBT provisions as effective requirements. The later draft requires criminal screening at hire and every three years and registry screening at hire and annually; it permits directly observed services while screening verification is pending and recognizes fingerprint cards where independently required. These proposed changes conflict with the blanket pre-contact description, and final adoption was not verified.
