Last researched October 21, 2026

The internal processes a practice in West Virginia has to run before and after a technician starts. A practice, not MeetAllo, remains responsible for compliance.

Staff training

As of 2026-10-21, the BMS manual supports a BACB RBT credential for technicians (Medicaid). A 2019 WVCHIP training-standards document for front-line ABA staff also addresses education, CPR/first aid, tuberculosis screening, HIPAA, reporting, ethics, skills training and observation, but whether it still applies after WVCHIP's 2023 policy alignment is not established. Other state training standards not verified.

Other requirements

As of 2026-10-21, providers must meet Chapter 300 BMS enrollment criteria. Advance authorization is required before services. Authorization requires a qualifying ASD diagnostic assessment (diagnosis before age 8, assessment within 24 months), an annual physician's order, an annual adaptive-skills assessment, and either the consent/release-and-billing form or the Statement of Assurances, subject to further document requests. A historical 2019 WVCHIP front-line ABA training document (revised January 1, 2019) states staff must pass a national background check and be checked against the Sex Offender Registry; its current applicability is not established, and statewide background-check obligations and facility licensing remain unverified (null means unknown).

Medicaid supervision and enrollment

Supervision requirements

BCaBA: the glossary states it is mandatory that each BCaBA practice under the supervision of a BCBA or BCBA-D who meets BACB supervisor requirements, and that competency and supervision must be verified annually and submitted to the supervisor. RBT: close, ongoing supervision by a BCBA, BCBA-D, or BCaBA who meets BACB supervisor requirements; the supervisor assigns tasks and is responsible for the RBT’s work on the cases overseen (glossary and 519.23.4). The chapter states that West Virginia Medicaid follows the BACB Professional and Ethical Compliance Code and prints the manual’s link https://www.bacb.com/ethics/ethics-code/. Policy 519.23 does not set its own numeric supervision percentage, number of contacts, observation frequency, or caseload ratio. On 97155, the BCBA or BCaBA may coach a technician, assistant behavior analyst, guardian, or caregiver while the member is present. Where skills training is provided in a group, the group is limited to four members per staff person (519.23.10); 97154 and 97158 may not exceed eight members.

National baseline for onboarding a technician

Items below are supported by BACB or regulator sources. Your state may add more.

  • Verify RBT status on the BACB Certificant Registry (status, expiration, listed supervisor; red text means may not practice) or via portal verification report / $25 written verification.
  • Ensure a qualified BCBA/BCaBA supervisor (with completed supervisor training 2.0) or RBT Requirements Coordinator lists the RBT as supervisee in their BACB portal before the RBT provides services as an RBT.
  • Assign a supervisor/Coordinator for every client the RBT serves; no relation, employer-superior or multiple relationship with the RBT.
  • Plan supervision: 5% of monthly service hours, at least two real-time contacts per month, one individual, one observation of services; document dates, durations, format, observations; retain 7 years.
  • Criminal background check and abuse registry check comparable to those for home health aides/child care/teachers, within 180 days before the application is paid; fingerprinting may be required by state or organization.
  • For applicants: have a BCBA/BCaBA Responsible Assessor (with 8-hour supervision training, same organization as applicant and clients, not related/subordinate/employed by the applicant at the time of assessment) complete the ICA after the 40-hour training; keep assessment records 7 years.
  • Attesting Certificant for the application attestation must not be related to, subordinate to, or employed by the applicant.
  • Correct worker classification (employee vs contractor) for RBTs; BACB may ask for a tax professional's written opinion in an ethics matter.
  • For TRICARE ACD enrollment: RBT/ABAT/BCAT or state certification, current BLS/CPR, authorized ABA supervisor named, 10-year federal/state/county criminal and sex-offender history check.
  • For Medicaid/commercial payers: confirm state Medicaid or payer definition of technician qualifications, enrollment and credentialing before billing (state-specific).

Verify any certified technician on the BACB certificant registry.
