ABA insurance and Medicaid coverage in Washington

Last researched October 21, 2026

Who pays for ABA in Washington, and what a practice has to do to bill them. Coverage details here come from statutes and agency pages we read, not from payer marketing.

Autism insurance mandate

Medium confidence: reputable secondary source
State mandate for autism coverage

Yes, the research found a state autism coverage law.

Statute

Washington mental-health parity statutes: RCW 48.20.580, RCW 48.21.241, RCW 48.44.341 and RCW 48.46.291 (effective until January 1, 2027); WAC 284-43-7080(2)-(3). RCW 48.43.766 takes effect January 1, 2027.

Age limits

No age-only exclusion: WAC 284-43-7080(3) prohibits limiting or denying mental-health benefits solely because of age or condition. Autism Speaks' Washington summary, last updated December 2019, reports no age cap for autism coverage.

Annual cap

The cited parity statutes do not establish a separate autism/ABA annual dollar cap; treatment limitations and financial requirements are allowed only if the same limitations or requirements apply to medical and surgical coverage. Autism Speaks' Washington summary reports no dollar or visit caps. Medical-necessity review remains permitted.

Excludes self-funded employer plans

Yes, self-funded employer plans are generally outside state mandates.

Notes

As of 2026-10-21, exists=true denotes an autism/ABA coverage obligation through mental-health parity, not a separately verified autism-specific statute. The current parity statutes require covered individual and group insurance contracts, health service contracts and HMO plans providing medical/surgical benefits to cover medically necessary mental-health services. WAC 284-43-7080 prohibits denying prescribed, medically necessary mental-health services solely because their service category is excluded. Autism Speaks explicitly identifies ABA coverage for Washington state-regulated individual, fully insured small-group and fully insured large-group plans; that ABA-specific summary is secondary and was last updated December 2019, so this section is rated medium. The self-funded exclusion refers to ERISA-governed self-funded employer plans under 29 U.S.C. 1144; it does not establish that those plans lack ABA benefits or that every governmental self-funded plan is exempt. RCW 48.43.766's expanded diagnostic categories, including ICD neurodevelopmental diagnoses, take effect January 1, 2027 and are not the sole basis for existing coverage.
