Getting a new technician started in Virginia
In Virginia, ABA technicians work under an LBA/LABA (or licensed clinical psychologist) delegation; LCSW/LPC supervisors cannot oversee technicians. Confirm the supervisor's credential before onboarding. Pending 20 hr/week Medicaid limit may affect scheduling. (Our research note; confirm with the agencies on the BT vs RBT page.)
What we are still checking
- Whether DMAS Mental Health Services Manual Appendix D or MCO policies require RBT for technicians.
- Telehealth Services Supplement details for ABA codes (reassessment, supervision); the supplement itself was not opened.
- Background check and mandatory-reporter or training requirements for BTs under DMAS/MCO rules.
- Board of Medicine license fee amounts and processing times.
- Effective date of the 20 hr/week and ASD diagnosis changes (CMS approval pending as of 07/31/2026 bulletin).
- Whether 38.2-3418.17 applies to self-funded plans.
- DMAS-wide RBT uncertainty is resolved in bt_vs_rbt by the fetched Appendix D. Additional technician certification, enrollment, roster, claim-identification and grace-period requirements for individual Medicaid MCOs and commercial products remain unverified; Anthem's general commercial guide does not settle its technician certification requirements.
- Town Hall lists a proposed Appendix D update with public comment ending 10/21/2026. Final adoption, effective date and any resulting changes to technician requirements were not verified; the proposed revision was not treated as effective policy.
