BT vs RBT: what a behavior technician needs in Utah

Last researched October 21, 2026

Behavior technicians are not all regulated the same way. This page separates what the BACB requires, what Utah and its Medicaid program say, and what remains unverified.

Behavior technicians and the RBT credential

Unregistered BT may deliver services

Detail

As of 2026-10-21, for Utah Medicaid members, the cited Medicaid manual (Jan 2026) states that behavior technicians 'must be fully certified' before delivering services, with 'no grace period' between hire and certification. This means a technician who holds no accepted certification may not deliver Medicaid services. The manual names certifying organizations (NCCA-recognized organizations, with BACB RBT, QABA, and BICC given as examples) rather than naming RBT as the only acceptable credential, so lacking the BACB RBT credential specifically is not the same as lacking every accepted certification. Requirements for commercial-insurance payers were not verified from the cited source; payers may set their own credential requirements, and those should be confirmed with each payer directly.

State-specific requirements

We could not verify this yet - check with the state Medicaid agency and the payer you bill.

What Medicaid says about technicians

Who may deliver services

Per the Utah Medicaid ASD Services provider manual (updated January 2026): ABA programs are designed and supervised by a Qualified Healthcare Professional (QHP: psychologist or behavior analyst) and delivered by an assistant behavior analyst or behavior technician. Behavior analysts in training may be covered when supervised under Utah Code 58-61-707. Behavior technicians must be fully certified before performing services for Utah Medicaid members; the manual states there is no grace period between hire date and certification.

RBT required for technicians

It depends. See the condition below.

RBT condition detail

The manual requires technician certification from an accredited organization recognized by the NCCA, and lists BACB, QABA and BICC as examples ('include, but are not limited to'). So the RBT is accepted but the manual does not name it as the only option. The current technician certification must be submitted as part of Medicaid provider enrollment.

National baseline

Per BACB: the Registered Behavior Technician (RBT) is 'a paraprofessional certified in behavior analysis' who assists in delivering behavior-analytic services under the direction and close supervision of an RBT Supervisor and/or RBT Requirements Coordinator, who are responsible for all work the RBT performs.

Getting the RBT credential takes a 40-hour training, a competency assessment, an application and an exam. See the RBT pathway and the fast-track timeline.

Utah note from our research: For Utah Medicaid work, a new BT cannot start billable Medicaid ABA until their technician certification (e.g., BACB RBT) is issued, because the manual allows no grace period; the certification must be submitted at Medicaid enrollment. Plan hiring around RBT completion rather than a post-hire window.
