BT vs RBT: what a behavior technician needs in Tennessee

Last researched October 21, 2026

Behavior technicians are not all regulated the same way. This page separates what the BACB requires, what Tennessee and its Medicaid program say, and what remains unverified.

Yes, per the sources below.

Detail

For state practice authority, § 63-11-306(2) exempts unlicensed persons delivering ABA under an LBA's authority and direction, or an LABA supervised by an LBA. That exemption does not expressly require BACB RBT certification and prohibits representing oneself as a professional behavior analyst. It does not establish insurance billing eligibility. BlueCare Medicaid and BCBST commercial manuals effective October 1, 2026 both permit RBT service codes for RBTs, BCaBAs, and providers who completed ABA training and await the BCBA exam. These are specified alternatives, not a general allowance for newly hired uncertified BTs. Other commercial plans' technician qualifications remain unverified.

State-specific requirements
  • Qualifying unlicensed personnel must work under the authority and direction specified in § 63-11-306(2).
  • Personnel using this exemption may not represent themselves as professional behavior analysts.
  • The exemption supplies practice authority, not independent licensure or a guarantee of Medicaid or commercial reimbursement.

What Medicaid says about technicians

Medium confidence: reputable secondary source
Who may deliver services

The currently posted shared TennCare ABA program description, revised June 13, 2024, requires services in Tennessee, provided or supervised by a Tennessee-licensed BCBA/LBA or another health professional permitted by state law. It permits unlicensed personnel under an LBA's authority and direction. Network credentialing and benefit-plan qualifications also apply. TennCare's live enrollment page provides separate individual and organization registration pathways.

RBT required for technicians

We could not verify this yet - check with Division of TennCare; contracted MCOs include BlueCare Tennessee, UnitedHealthcare Community Plan and Wellpoint..

RBT condition detail

The shared program requires RBTs and supervising BCBAs to satisfy current BACB credentialing, competency, ethics, supervision and credential-maintenance requirements. BlueCare's manual effective October 1, 2026 permits RBT service codes for RBTs, BCaBAs, and providers who completed ABA training and are awaiting the BCBA examination. These provisions do not establish a general billing grace period for ordinary uncertified BTs. A categorical RBT-only rule covering every technician arrangement across all three MCOs was not verified.

National baseline

Per BACB: the Registered Behavior Technician (RBT) is 'a paraprofessional certified in behavior analysis' who assists in delivering behavior-analytic services under the direction and close supervision of an RBT Supervisor and/or RBT Requirements Coordinator, who are responsible for all work the RBT performs.

Getting the RBT credential takes a 40-hour training, a competency assessment, an application and an exam. See the RBT pathway and the fast-track timeline.

Tennessee note from our research: Tennessee Medicaid ABA runs through three MCOs (Wellpoint, BlueCare, UnitedHealthcare Community Plan), so a new BT's onboarding rules (RBT timing, background checks) likely depend on each employer's MCO contracts. Not verified. Obtaining the RBT credential early is the safest assumption.
