The autism coverage law in Ohio
Ohio Revised Code 3923.84 (sickness and accident insurers) and 1751.84 (health insuring corporations); as of 2026-10-21, both show 'Effective: March 20, 2025' on codes.ohio.gov (latest legislation Senate Bill 196, 135th General Assembly) See coverage details and sources.
Getting a new technician started in Ohio
Ohio's licensure-side rules are permissive (a technician working under a certified Ohio behavior analyst needs no state credential), but Medicaid is in flux: ODM's ABA rules are unadopted and the latest proposal would require full RBT certification with no grace window. Practical advice for a new BT is to complete the BACB RBT steps promptly, since Medicaid MCO policy already treats BACB-certified RBTs as the technician level. (Our research note; confirm with the agencies on the BT vs RBT page.)
What we are still checking
- Final status and effective date of ODM rules 5160-34-01, -02 and -03 (draft in 2025, revised proposal reviewed 2026-07-30; codes.ohio.gov returned 'no rule' for 5160-34-01 when fetched).
- Whether any grace window (such as the draft's 90-day exam-eligible RBT period) exists today for Medicaid billing by unregistered technicians; each MCO's rule.
- Ohio Board of Psychology COBA application fees and processing time.
- Whether ORC 1751.84/3923.84 reach self-funded plans (not stated), and the practical meaning of the 'nongrandfathered individual and small group' exclusion in the text.
- ORC 4743.09 telehealth standards and whether ODM telehealth rules allow BCBA/RBT services; ABA-specific modifiers.
- Technician background-check, CPR/first aid or TB requirements (none found), and other Ohio Medicaid MCOs.
- Pending legislation such as H.B. 453 (136th GA) appeared only in search-result snippets and was not opened.
