Getting a new technician started in New Hampshire
With no NH state BCBA license, NH practices are certification-driven (BACB), which removes a licensing delay. Practical start-up depends on the agency's contracts with the Medicaid MCOs (NH Healthy Families, WellSense) and each plan's credentialing, which were not verified. (Our research note; confirm with the agencies on the BT vs RBT page.)
What we are still checking
- Current NH Medicaid ABA rules: whether RBTs/BCBAs are now recognized enrolled provider types (the only DHHS source read is a Jan 2020 school-focused document) and any He-W rule on ABA.
- Whether NH has enacted a behavior analyst licensure law since 2020.
- Age limits or caps in NH commercial mandate rules or insurance department bulletins; self-funded plan treatment.
- NH Medicaid and commercial ABA telehealth and telesupervision rules.
- Whether an unregistered BT can work before RBT certification for Medicaid or commercial payers.
- NH background check/fingerprint requirements for ABA technicians or agencies.
- Provider enrollment URL for NH Medicaid (NH enrolls via MCOs and state Medicaid; not located).
- Outside Medicaid to Schools, whether each Medicaid MCO and commercial product permits technicians to deliver reimbursable ABA before RBT certification remains unverified. No separate technician enrollment is not equivalent to no certification requirement.
- ABA-specific telehealth code eligibility, permitted modalities for individual services, remote-supervision billing, and any payer-specific in-person minimums remain unverified across all plans. BACB's video-supervision permission establishes certification compliance, not insurance reimbursement.
- Whether a particular ABA clinic or agency requires a facility or agency license remains unverified; no general exemption should be inferred from the BCBA licensure record.
- Universal NH criminal-background, abuse-registry, fingerprinting, and training requirements for ABA practices and uncertified technicians remain unverified. The verified school and BACB requirements have limited scopes.
- The official He-W 500 rule viewers returned 403 or were unavailable. The November 25, 2025 school-rule text was read through Midpage and corroborated in relevant part by DHHS's March 6, 2026 presentation; it must not be applied automatically to community-based Medicaid ABA.
- Correction to the earlier Medicaid discussion: the 2020 school guidance is not current evidence that BCBAs cannot enroll. The April 29, 2026 notice expressly requires BCBA enrollment. DHHS also retracted its proposed 97155 exclusion on August 5, 2025; the exclusion should not be treated as current policy.
- The major_payers and fast_track_notes fields were retained outside the four-section edit scope. They omit AmeriHealth Caritas New Hampshire, confirmed in DHHS's August 13, 2026 three-plan list. The older NH Healthy Families clinical-policy description should be read with the June 1, 2026 InterQual transition documented in practice_requirements.
- BCBA licensure and insurance-mandate fields were retained outside the four-section edit scope. BACB's licensure list was reopened and still did not list NH, but no comprehensive search for a newer NH licensing enactment was completed. Broader mandate age/cap rules and self-funded-plan treatment remain unverified.
- The archived January 2020 DHHS source retained in bcba_licensure could not be re-fetched in this pass; that historical citation was preserved from the supplied record.
