Getting a new technician started in Montana
Montana Medicaid bills RBT time under the supervising BCBA's NPI, so a new BT does not enroll individually; confirm with the employer whether the BT must already hold the RBT credential, as the manual text read does not specify. (Our research note; confirm with the agencies on the BT vs RBT page.)
What we are still checking
- Whether Medicaid requires technicians to hold RBT, and any grace period
- Supervision ratios/hours and telesupervision rules
- Whether MCA 33-22-515 applies to fully-insured individual/small-group plans and current effective version/amendments
- Commercial telehealth parity for ABA
- Background check rules for BTs and practice licensing
- Major payers
- Montana behavior analyst license statute/rule citation, requirements, fees, and any BT/RBT rules in board rules
- No fetched source established a Medicaid billing pathway or certification grace period for an ordinary unregistered BT. The recognized RBT category expressly requires BACB certification; the manual's separate intermediate-professional category should not be treated as a general new-hire exception.
- BCBSMT's posted form does not expressly list RBT certification among line-staff qualifications, but current contract-specific acceptance of non-RBT staff remains unverified. Its April 2026 telephone-intake change does not itself confirm whether those qualifications changed. PacificSource non-RBT eligibility and other commercial payer requirements remain unresolved.
- Separate facility or agency licensing requirements for a standalone outpatient ABA practice were not established; facility_or_agency_license remains null.
- Additional Montana screening or training duties applying to every non-RBT, beyond the verified BCBSMT conditions and BACB certification requirements, remain unverified. Requirements for waiver, residential, school or childcare settings were not generalized to outpatient ABA.
- Medicaid reimbursement and authorization requirements specifically for remote supervision, and whether every proposed video arrangement satisfies the board's monthly face-to-face requirement, remain unverified.
- The board's posted BT supervision application still cites ARM 24.189.910. The official December 2023 adoption notice repeals that rule and adopts ARM 24.189.950; the older form should not be treated as the current rule text.
- The unchanged medicaid_aba and fast_track_notes sections retain earlier draft-based uncertainty. The updated bt_vs_rbt and practice_requirements sections document the final manual and adopted Medicaid rules; billing under a BCBA NPI does not by itself establish eligibility for an uncertified technician.
- The unchanged telehealth_aba section describes an implied in-person default. ARM 37.34.1918(2)(f), documented in practice_requirements, expressly requires physical co-location unless DPHHS gives written authorization.
- Whether MCA 33-22-515 applies to fully-insured individual/small-group plans and its interaction with other coverage requirements remains outside this targeted update.
- Commercial telehealth parity for ABA remains unverified.
- Major-payer market ranking or completeness remains unverified; BCBSMT and PacificSource documents were reviewed only for relevant practice and technician requirements.
- Montana behavior analyst license fees and processing timelines remain unverified; MCA 37-17-403 and the board's supervision requirements are now documented in the targeted sections.
