Getting a new technician started in Michigan
Michigan is one of the friendliest states for a brand-new technician: the Medicaid manual requires no license or RBT registration for technicians, only 18+, first aid certification, a clean standing with the law and BACB-approved RBT training from the supervising BCBA/LBA. Employers still need a licensed BCBA/LBA (LARA licensing is required; licensing guide revised 1/26/2026) and PIHP/CMHSP network participation, which is the likely bottleneck. (Our research note; confirm with the agencies on the BT vs RBT page.)
What we are still checking
- Which PIHP/CMHSP network enrollment path and URL a new ABA agency should use (no enrollment URL found).
- Whether ABA/BHT codes are on the Bureau of Specialty Behavioral Health Services Telemedicine Database, and telesupervision rules.
- Commercial telehealth parity law for ABA in Michigan.
- Whether self-funded plans are excluded from MCL 500.3406s (not stated in the section text).
- Specific Public Health Code citation for behavior analyst licensure and the assistant behavior analyst license details.
- Michigan statute requirements for criminal history checks of direct-care staff in CMH-contracted agencies.
- Whether a technician enrolled through a PIHP provider must individually enroll in CHAMPS.
- Whether every Medicaid-required technician supervision hour may be fulfilled remotely, and any PIHP-specific limits or fixed in-person supervision intervals; allowance of 97155 by video does not alone resolve these questions.
- Commercial RBT or other technician credential requirements and independent technician billing eligibility were not established by the reviewed telehealth policies; Blue Cross/BCN findings must not be generalized to every commercial plan.
- MCL 500.3476 was verified through Justia's 2025 statutory reproduction after official Legislature endpoints returned 403; any subsequent amendment through 2026-10-21 was not independently verified from the official consolidated statute.
- medicaid_aba: verifier astra marked conflict - Replace the provider description with MDHHS bulletin MMP 26-18, issued October 1, 2026: LBA direction; certified/licensed behavior analysts; certified/licensed assistant analysts under LBA supervision; qualified LP/LLP psychologists; and BT/RBT staff supervised by an LBA or LABA. QBHP is absent from its provider list. Its psychologist pathway requires specified ABA experience/coursework; assessments by psychologists require collaboration with an LBA. Do not present the expired QBHP transition as an ongoing alternative credential. The two-year coursework deadline was not verified in an opened authoritative source. Coverage, EPSDT, MDHHS/PIHP administration, under-21 ASD eligibility, prior authorization, parent training, and six-month progress review are supported; age and diagnosis alone are not sufficient eligibility criteria. BCBA certification/licensure and the master's/course-sequence description are corroborated by official guidance and MSHN policy. The manual itself exceeded the browser's size limit, so its October 1, 2026 version and exact wording remain unverified. The 365-day limit and 1:10 ratio have historical/regional support, but were not independently confirmed in that current manual. MMP 26-18 states 'Effective: As Indicated'; do not invent a separate blanket effective date. See bt_vs_rbt for technician credential findings.
- bt_vs_rbt: verifier astra marked conflict - Retain the distinction that an unregistered BT may deliver supervised intervention; the no-certification rule is supported. MSHN's March 2026 procedure also expressly permits furnishing services without registering with BACB after training; no subsequent RBT-registration deadline appears there. Replace QBHP supervision with the October 2026 bulletin's LBA/LABA supervision language. Its assessment list also includes appropriately qualified psychologists working with an LBA, so the stated exclusive BCBA/BCaBA/QBHP assessment list is outdated. The age, universal-precaution, communication, first-aid certification, IPOS/person-centered training, and legal-standing requirements are corroborated by MSHN and historical statewide policy, but their attribution to the inaccessible October 2026 manual remains unverified. Correct the felony paraphrase: the older text uses alternatives—under jurisdiction OR a felony related to the duties. The opened alternatives say BACB RBT training; they do not establish a separate BACB approval of each training provider. Individual-technician billing/payment prohibition remains UNSUPPORTED; delete that assertion pending an actual billing authority.
- practice_requirements: verifier astra marked conflict - Revise the location restriction: MMP 26-18 expressly permits school and residential settings. It retains coordination to prevent duplication, prior authorization before treatment, and PIHP-network qualifications. The eight-hour family-care expectation appears in historical statewide policy and MSHN's March 2026 procedure, but should not be presented as an unconditional current eligibility restriction: the newer bulletin prohibits withholding treatment based on caregiver availability. Its continued status in the inaccessible current manual is unverified. The 365-day authorization limit has historical support, not independent current-manual verification. Training, first aid and IPOS requirements are corroborated as described in bt_vs_rbt. The background-check discussion is incomplete: SWMBH has explicit screening requirements and cites MCL 333.18263 for technicians. These are verified regional requirements, not proof that its exact screening interval applies statewide. The Legislature text could not be opened, so the statewide statutory checking procedure remains unverified. Keep facility_or_agency_license null; these sources do not establish either a general facility-license requirement or an exemption.
