Getting a new technician started in Kansas
Kansas Medicaid offers a non-RBT route for IIS technicians (40 hours of ABA training plus competency assessment plus KDADS letter), but the multi-registry background check (KBI, APS, CPS, Nurse Aide Registry, motor vehicle) is required. An RBT certificate satisfies the qualification directly. (Our research note; confirm with the agencies on the BT vs RBT page.)
What we are still checking
- KMAP provider enrollment URL for CCTS/IIS (portal pages not opened)
- Medicaid telehealth rules for CCTS/IIS and telesupervision
- Current Kansas BSRB licensing fees and processing timeline (BSRB site returned access errors)
- Whether K.S.A. 65-7503 text has been amended since the 2018 version read
- Exact wording of K.S.A. 40-2,194 hour caps by age tier and ERISA/self-funded treatment (KHI states self-insured plans excluded)
- Kansas telemedicine insurance parity provision (only definitions in K.S.A. 40-2,211 were read)
- Whether an unregistered BT has a time window to obtain RBT under KMAP/KanCare MCO contracts
- Current KMAP General Benefits and Mental Health manuals could not be fetched because their PDF links redirected to an inaccessible authentication endpoint. Bulletin 21234 verifies the stated POS 10 codes, but current Medicaid audio-only allowances, modifiers, telehealth coverage for group ABA codes, and plan-specific implementation across all KanCare MCOs remain unverified.
- Kansas-specific BSRB requirements for remote technician supervision, remote supervision of non-RBT IIS providers, and any statewide minimum in-person visit frequency were not verified. BACB live-video supervision rules apply to RBT certification and do not independently establish payer reimbursement.
- BCBSKS's 2026 manual verifies conditional parent-education/direct-supervision telehealth coverage and RBT/IIS enrollment pathways; direct technician-treatment telehealth coverage and non-RBT billing eligibility across other commercial plans remain unverified.
