The autism coverage law in Indiana
IC 27-8-14.2 (accident and sickness policies); IC 27-13-7-14.7 (HMO contracts); IC 5-10-8-7.1 (state-employee self-insurance and prepaid plans). Added by P.L.148-2001 (HEA 1122). See coverage details and sources.
Getting a new technician started in Indiana
A new Indiana BT billing Medicaid needs the BACB RBT credential first, then individual IHCP enrollment (specialty 625) with fingerprints; the agency can bill the managed care entity out of network while MCE credentialing completes. Because IHCP started enforcing the rendering-provider/modifier match on Aug 1, 2025, enrollment lag can block billing under that RBT. (Our research note; confirm with the agencies on the BT vs RBT page.)
What we are still checking
- Text of IC 27-8-14.2: age limits, annual caps, and exact plan scope (only a secondary summary was read).
- Indiana Medicaid ABA age eligibility and the IHCP provider reference module text.
- Telehealth for ABA under Indiana Medicaid and commercial plans, and telesupervision rules; contents of IPLA's 12/30/2024 telehealth enforcement press release.
- IHCP supervision ratios/percentages for RBTs.
- Typical IHCP enrollment processing time with fingerprints.
- Other Medicaid MCEs and commercial payers' ABA policies; currency of the Anthem Indiana Medicaid guideline.
- Text of IC 27-8-14.2: age limits, annual caps, and exact plan scope (only a secondary summary was read). The inherited archived IU citation could not be retrieved again during this pass.
- Indiana Medicaid ABA age eligibility and other non-telehealth requirements were not incorporated into the retained sections in this telehealth-only update; those sections need reconciliation with 2026 IHCP bulletins.
- Commercial-plan ABA telehealth and telesupervision policies, including whether any plan permits unregistered BT services, remain unverified. General statutory coverage parity does not resolve individual code, credentialing or authorization requirements.
- Individual Medicaid MCE telehealth authorization and billing procedures were not verified; the IHCP reference modules direct providers to the member's MCE.
- The official 2026 insurance-parity statutory text was not retrieved; the parity summary uses Justia's 2025 compilation and has medium confidence.
- IPLA's linked December 30, 2024 telehealth-enforcement press release returned a 404; its contents remain unverified.
- The retained medicaid_aba.supervision_requirements describes earlier research. Its statement that no specific supervision percentage was found is superseded by BT202627 and BT202662: the verified 1:8 monthly member-specific requirement is recorded in telehealth_aba.
- No numerical maximum telehealth-supervision percentage or fixed in-person supervisor visit interval was established by the sources read; BT202662 requires clinically appropriate in-person oversight.
- autism_insurance_mandate: verifier astra marked conflict - The archived URL was inaccessible; the live IU chapter was opened and supports the attributed summary. However, replace the categorical headquarters exclusion with a policy-specific jurisdiction determination: [IDOI](https://secure.in.gov/idoi/consumer-services/jurisdiction-of-the-idoi/) focuses on where the insurance policy was issued. Qualify 'any health/accident policy' because IC 27-8-14.2-1 excludes specified products. Keep age_limits and annual_cap explicitly unknown rather than interpreting null as unlimited. The opened 2025 statutory copies contain financial-parity requirements in sections 4(b) and 5(b); the official 2026 code portal did not expose readable statutory text, so this review does not certify the complete 2026 chapter as unchanged.
- medicaid_aba: verifier astra marked conflict - Coverage, program identity, enrollment URL, RBT certification/fingerprinting, and the January 1, 2024 and August 1, 2025 milestones are supported. Remove physicians from the specialty-615 enrollment list: the older U3 definition included physicians, but [BT2024194](https://www.in.gov/medicaid/providers/files/bulletins/BT2024194.pdf) limits that specialty to BCBA, BCBA-D and HSPP qualifications. Add the school-corporation exception to individual rendering-NPI requirements. Replace the missing-supervision statement: effective April 1, 2026, the ratio is 1:8 for RBT-delivered 97153/97154, measured monthly per member; qualifying documented nonbillable clinical supervision also counts. [BT202662](https://www.in.gov/medicaid/providers/files/bulletins/BT202662.pdf). Update coverage for 2026: adult transition coverage ended September 30; comprehensive therapy has a 4,000-hour allocation with additional medically necessary EPSDT coverage available, while targeted therapy has a 15-hour weekly threshold. School-corporation exceptions apply. Add the specified telehealth restrictions and updated 97153 provider eligibility. [BT202627](https://www.in.gov/medicaid/providers/files/bulletins/BT202627.pdf).
- practice_requirements: verifier astra marked conflict - Correct the fingerprint ownership threshold to at least 5%, including controlling interests; the older bulletin's greater-than wording conflicts with [current IHCP guidance](https://www.in.gov/medicaid/providers/provider-enrollment/become-an-ihcp-provider/provider-enrollment-risk-levels-and-screening/) and 42 CFR 455.434. The listed practitioner high-risk classifications and BT202596 enrollment-transition payment guidance are supported. Replace the blanket no-PA-modifiers statement: comprehensive ABA generally requires UA on PA requests and claims; U1/U2/U3 remain billing-only, and 97155/97156 do not receive UA. [BT202627](https://www.in.gov/medicaid/providers/files/bulletins/BT202627.pdf). For FFS comprehensive PAs submitted before April 1, 2026, BT202662 preserves processing without UA on the PA and associated claims. [Transition exception](https://www.in.gov/medicaid/providers/files/bulletins/BT202662.pdf). Keep facility licensing and staff training null as unverified, not absent. Add the separate IHCP accreditation requirement: initiation documentation was due August 1, 2026, with active accreditation required October 1, 2027. [BT2026118](https://www.in.gov/medicaid/providers/files/bulletins/BT2026118.pdf). Also disclose the initial six-month moratorium on new ABA groups and ownership changes beginning June 6, 2026; individual rendering enrollments are excluded, and limited agency exceptions require accreditation. [BT202692](https://www.in.gov/medicaid/providers/files/bulletins/BT202692.pdf).
