BT vs RBT: what a behavior technician needs in Idaho
Last researched October 21, 2026
Behavior technicians are not all regulated the same way. This page separates what the BACB requires, what Idaho and its Medicaid program say, and what remains unverified.
Behavior technicians and the RBT credential
- Unregistered BT may deliver services
Only in some situations. See the detail below.
- Detail
As of 2026-10-21, Medicaid CHIS allows non-RBT delivery through specified provider categories. IDAPA 16.03.26.184.02, effective July 1, 2026, permits a DDA-employed intervention technician to deliver Behavioral Intervention, habilitative skill building and crisis intervention while working toward EBM paraprofessional, intervention specialist or higher qualifications. This provisional role is limited to one successive 18-month period and requires monthly observation and review by a specialist or professional. The August 17, 2026 CHIS handbook starts that period on the first day of Medicaid-covered technician services and lists H0004-HA for individual and H0005-HA for group Behavioral Intervention, both agency-only. Technicians cannot enroll independently. RBT certification qualifies an individual as an EBM intervention paraprofessional; that category requires a Department-approved EBM para-level credential. The handbook expressly says intervention specialists need not obtain RBT certification. Commercially, Regence BH18, effective August 1, 2025, expressly recognizes both BTs and RBTs implementing protocols under ongoing qualified supervision, without independent assessment or program design. Contract terms control; this is not blanket independent billing permission. Aetna's 2026 ABA guide allows supervised noncertified or unlicensed direct staff when applicable mandates, plan documents or contracts permit; services generally must be delivered directly or billed by a BCBA, licensed behavior analyst or appropriately scoped licensed psychologist. These payer examples do not establish requirements for every Idaho commercial plan.
- State-specific requirements
- CHIS direct-care providers must obtain Idaho Department of Health and Welfare background-check clearance, according to the August 17, 2026 CHIS handbook.
- Under IDAPA 16.03.26.184.09, CHIS providers must complete at least 12 training hours annually, including one hour of ethics and six hours of behavior methodology or evidence-based intervention; partial-year requirements may be prorated.
- The non-RBT intervention-specialist route includes a qualifying bachelor's degree, 1,040 supervised experience hours, and an approved competency checklist or at least 40 hours of ABA training; a separate qualifying Idaho Habilitative Intervention Certificate route also exists. A BT job title alone does not establish eligibility.
- EBM paraprofessionals must receive supervision according to their evidence-based model. Medicaid provider-category eligibility and commercial payer credentialing must be evaluated separately.

What Medicaid says about technicians
- Who may deliver services
As of 2026-10-21, CHIS can be delivered by Developmental Disabilities Agencies (DDAs) or Independent Providers. Eligible members are Medicaid-enrolled, birth through the month of their 21st birthday, and must demonstrate a need for Intervention Services. Effective December 1, 2025, Idaho moved 'Behavioral Modification and Consultation' (ABA-type CPT codes 97151-97158, and also 0362T/0373T per the Magellan notice) out of Magellan managed care into state-managed Behavioral Intervention under CHIS. Magellan's notice states these codes are no longer billable through Magellan for dates of service on or after Dec. 1, 2025. BI is billed with H-codes (H0004, H0005, H0032) to Idaho Medicaid fee-for-service (Gainwell) with Telligen authorization. The April 2026 crosswalk maps individual treatment 97153 to H0004 with the TG modifier; it does not provide a 97152 mapping. Required modifiers must be preserved, and H0032 assessment/planning should be distinguished from treatment billing. Per the checker's review of IDAPA 16.03.26.183-184 and the August 17, 2026 handbook, independent enrollment is limited to qualifying intervention specialists/professionals, including evidence-based model (EBM) equivalents. Intervention technicians and EBM paraprofessionals may work for agencies only.
- RBT required for technicians
It depends. See the condition below.
- RBT condition detail
Requirements depend on the role. An RBT qualifies for the EBM paraprofessional route. Alternatively, provisional intervention technicians may provide BI as DDA employees for one 18-month period under monthly specialist/professional supervision. An RBT credential is not shown to be required across the board. Technicians and EBM paraprofessionals are agency-only and cannot enroll as independent providers.

National baseline
Per BACB: the Registered Behavior Technician (RBT) is 'a paraprofessional certified in behavior analysis' who assists in delivering behavior-analytic services under the direction and close supervision of an RBT Supervisor and/or RBT Requirements Coordinator, who are responsible for all work the RBT performs.
Getting the RBT credential takes a 40-hour training, a competency assessment, an application and an exam. See the RBT pathway and the fast-track timeline.
Idaho note from our research: Idaho has no BCBA license, and Medicaid ABA-type services moved on Dec 1, 2025 from Magellan to state-run CHIS 'Behavioral Intervention', so BTs should confirm their employer is enrolled for CHIS billing before relying on Medicaid caseloads. Trade press describes the new standard as not identical to ABA as the national market understands it. Background check clearance under IDAPA 16.05.06 is likely the gating step for agency employment.
