Practice requirements for ABA providers in Florida
Last researched October 21, 2026
The internal processes a practice in Florida has to run before and after a technician starts. A practice, not MeetAllo, remains responsible for compliance.
Requirements for practices
- Facility or agency license
Conditional. Under Fla. Stat. 400.991(1)(a), an entity meeting the statutory clinic definition without an applicable exemption requires an AHCA health care clinic license for each location. Fla. Stat. 400.9905(4)(q), as fetched in the 2026 statutes, exempts Medicaid providers from this part's clinic licensure requirements. AHCA's October 5, 2020 alert expressly includes behavior analysis groups and states that, effective July 1, 2020, Medicaid enrollment no longer requires proof of a health care clinic license or exemption certificate. Providers may voluntarily obtain an exemption certificate; AHCA notes that private insurers may require documentation of licensure or exemption. This establishes a health care clinic exemption, not an exemption from every potentially applicable facility or agency requirement.
- Background checks
Fla. Stat. 409.907(8)(a) requires Level 2 screening through AHCA for Medicaid providers and covered principals, and for people rendering services to Medicaid recipients, directly accessing recipients or their living areas, or supervising service delivery, subject to the statute's exceptions. This includes technician-level Medicaid service delivery. AHCA's February 2026 Provider Enrollment Policy requires fingerprints for people disclosed in the application, subject to stated exemptions, and use of the Care Provider Background Screening Clearinghouse to request, schedule and track results. For entities requiring health care clinic licensure, s. 400.991(4)(b) separately requires Level 2 screening for covered applicants and personnel under s. 408.809.
- Staff training
For Medicaid technician services, BACB RBT certification is required. The BACB RBT Handbook, updated June 2026, requires a qualifying 40-hour course completed over 5–180 days, followed by the initial competency assessment completed within 90 days before applying, and passage of the RBT examination. Applicants must also meet age, education and screening requirements. These are BACB certification requirements used by Medicaid, not a separately verified Florida BT training curriculum. AHCA's February 2026 enrollment policy additionally requires licensed lead analysts without BACB credentials to attest to training in behavior analysis. Additional Florida-specific BT training mandates were not verified.
- Other requirements
AHCA lists Rule 59G-1.060's updated enrollment policy as effective April 8, 2026. Its February 2026 policy lists RBTs as fully enrolled individuals applying as sole proprietors joining a group. Required documents include BACB RBT certification and supervision evidence identifying the supervisor, signed acknowledgement, BACB certificate number, NPI and Medicaid number if enrolled; supervision changes require updated documentation. BA groups must employ or contract with an enrolled lead analyst and add that analyst to the group; Appendix C also lists a surety bond among group enrollment documents. The BA coverage policy requires qualified, supervised RBTs for technician services and eligibility verification at every service. AHCA requires prior authorization for Medicaid BA reimbursement. Commercial-plan authorization of unregistered technicians remains unverified. General information for BTs and practices, not legal advice.

- Supervision requirements
Supervision of BCaBAs and RBTs per current practice standards published by the Council of Autism Service Providers (CASP), as specified in the supervision plan of the approved behavior plan. Under the fee-for-service reimbursement instructions (Section 8 of the coverage policy), a supervisor may be reimbursed for observing a supervisee implementing the plan, and the supervisee is not reimbursed for that same time when the supervisor is. Section 8 limits these reimbursement instructions to fee-for-service, so they should not be assumed to apply to SMMC plans.

National baseline for onboarding a technician
Items below are supported by BACB or regulator sources. Your state may add more.
- Verify RBT status on the BACB Certificant Registry (status, expiration, listed supervisor; red text means may not practice) or via portal verification report / $25 written verification.
- Ensure a qualified BCBA/BCaBA supervisor (with completed supervisor training 2.0) or RBT Requirements Coordinator lists the RBT as supervisee in their BACB portal before the RBT provides services as an RBT.
- Assign a supervisor/Coordinator for every client the RBT serves; no relation, employer-superior or multiple relationship with the RBT.
- Plan supervision: 5% of monthly service hours, at least two real-time contacts per month, one individual, one observation of services; document dates, durations, format, observations; retain 7 years.
- Criminal background check and abuse registry check comparable to those for home health aides/child care/teachers, within 180 days before the application is paid; fingerprinting may be required by state or organization.
- For applicants: have a BCBA/BCaBA Responsible Assessor (with 8-hour supervision training, same organization as applicant and clients, not related/subordinate/employed by the applicant at the time of assessment) complete the ICA after the 40-hour training; keep assessment records 7 years.
- Attesting Certificant for the application attestation must not be related to, subordinate to, or employed by the applicant.
- Correct worker classification (employee vs contractor) for RBTs; BACB may ask for a tax professional's written opinion in an ethics matter.
- For TRICARE ACD enrollment: RBT/ABAT/BCAT or state certification, current BLS/CPR, authorized ABA supervisor named, 10-year federal/state/county criminal and sex-offender history check.
- For Medicaid/commercial payers: confirm state Medicaid or payer definition of technician qualifications, enrollment and credentialing before billing (state-specific).
Verify any certified technician on the BACB certificant registry.
