BT vs RBT: what a behavior technician needs in California
Last researched October 21, 2026
Behavior technicians are not all regulated the same way. This page separates what the BACB requires, what California and its Medicaid program say, and what remains unverified.
Behavior technicians and the RBT credential
- Unregistered BT may deliver services
Only in some situations. See the detail below.
- Detail
Medi-Cal permits a non-RBT technician who meets QAS paraprofessional qualifications and supervision requirements. The technician does not independently enroll as a billing provider. For commercial coverage subject to H&S 1374.73 or Insurance Code 10144.51, B&P 4999.202 expressly defines an unlicensed, uncertified paraprofessional pathway. It requires qualified supervision, implementation of a QAS Provider-approved plan, specified education/training, certification of adequate qualifications by the provider or employing entity, and employment by the responsible QAS Provider or an entity employing QAS Providers. This statutory pathway does not establish independent technician billing rights or acceptance by every payer.
- State-specific requirements
- Medi-Cal SPA 25-0032: a paraprofessional must have either a high-school diploma or equivalent plus 30 hours of BCBA-designed competency-based training, or an associate degree in human, social or educational services, or a behavior-management-related degree or certificate from an accredited community college or educational institution. Either route also requires six months of experience working with people with developmental disabilities.
- Medi-Cal paraprofessionals must work under a QAS Provider or QAS Professional. These qualifications are not satisfied merely by using the job title BT.
- For the commercial statutory pathway, B&P 4999.202 incorporates the education and training requirements of 17 CCR 54342. Subsection 54342(b) describes the corresponding diploma/training or degree/certificate routes and six-month experience requirement.
- No statewide deadline requiring an otherwise qualified non-RBT paraprofessional to obtain RBT certification was established by the sources reviewed. Plan-specific credentialing requirements remain unverified.

What Medicaid says about technicians
- Who may deliver services
DHCS covers medically necessary BHT for members under 21 regardless of autism diagnosis, following a physician's or psychologist's determination. The November 2025 BHT manual recognizes QAS Providers, QAS Professionals and QAS Paraprofessionals. Providers include BCBAs and specified licensed practitioners with ABA coursework and experience. Professionals include qualifying associate practitioners and behavior management assistants. Paraprofessionals may be unlicensed and uncertified if qualified and supervised. They deliver services through the billing provider, rather than independently enrolling and billing DHCS. The manual includes technician-administered CPT 97153 and 97154. DHCS names HPSJ, CalOptima, Blue Shield of California Promise, Health Net, Kaiser, L.A. Care and Molina among Medi-Cal managed care plans; this does not establish individual network participation.
- RBT required for technicians
It depends. See the condition below.
- RBT condition detail
RBT certification is not a universal Medi-Cal qualification requirement: the official manual expressly permits unlicensed, uncertified QAS paraprofessionals meeting its education, training and experience criteria. See bt_vs_rbt for those routes. Requirements imposed by a particular plan or employer were not comprehensively verified.

National baseline
Per BACB: the Registered Behavior Technician (RBT) is 'a paraprofessional certified in behavior analysis' who assists in delivering behavior-analytic services under the direction and close supervision of an RBT Supervisor and/or RBT Requirements Coordinator, who are responsible for all work the RBT performs.
Getting the RBT credential takes a 40-hour training, a competency assessment, an application and an exam. See the RBT pathway and the fast-track timeline.
