BT vs RBT: what a behavior technician needs in Arkansas

Last researched October 21, 2026

Behavior technicians are not all regulated the same way. This page separates what the BACB requires, what Arkansas and its Medicaid program say, and what remains unverified.

Behavior technicians and the RBT credential

Unregistered BT may deliver services

Only in some situations. See the detail below.

Detail

Under Arkansas Medicaid, an individual still completing RBT training and testing may be provisionally treated as an RBT for up to six months, after which they may not provide ABA therapy until they hold RBT certification (Section 202.300(B)). Services must be supervised by an enrolled BCBA, and the individual must be an enrolled Medicaid provider. This is a Medicaid manual rule; the Behavior Analyst Registration Act does not regulate technicians in the text read.

State-specific requirements
  • Individual Arkansas Medicaid provider enrollment for each person performing ABA, including those working for a group (Sections 201.100, 201.200)
  • Pass background checks and searches required by Ark. Code Ann. 20-48-812(c)(1)-(4) (Section 201.100(B))
  • Parent/guardian consent for any telemedicine delivery (Section 223.000)

What Medicaid says about technicians

Who may deliver services

As of 2026-10-21, ABA therapy treatment services must be performed by a BCBA (or more advanced), a BCaBA, or an RBT, each with good-standing BACB credential (Sections 202.100-202.300, 222.200). Adaptive behavior treatment with protocol modification and family adaptive behavior treatment must be performed by an enrolled BCBA. Each individual performing ABA services (including each person working for a group provider) must enroll as an Arkansas Medicaid provider (Sections 201.100, 201.200). Eligible beneficiaries: children under age 21 under the EPSDT benefit (Acentra lists ages 18 months to 21 years) who have a qualifying autism spectrum disorder diagnosis, demonstrated medical necessity, and the prescribed referral/treatment forms; a generic physician recommendation is not sufficient. Beneficiaries in the Autism Waiver are not eligible for ABA therapy.

RBT required for technicians

It depends. See the condition below.

RBT condition detail

RBT certification in good standing is required, but per the manual an individual in the process of completing RBT training and testing may be provisionally treated as an RBT for up to six months; after six months without certification they are prohibited from providing ABA therapy until certified (Section 202.300(B)). The separate Autism Waiver 'Line Therapist' role requires age 18+, high school diploma/GED, 80 hours of autism spectrum disorder training and 2 years' experience with children (Section 202.500), with hardship exceptions allowed by DDS; the hardship exception is subject to a one-year deadline to complete the training/experience.

National baseline

Per BACB: the Registered Behavior Technician (RBT) is 'a paraprofessional certified in behavior analysis' who assists in delivering behavior-analytic services under the direction and close supervision of an RBT Supervisor and/or RBT Requirements Coordinator, who are responsible for all work the RBT performs.

Getting the RBT credential takes a 40-hour training, a competency assessment, an application and an exam. See the RBT pathway and the fast-track timeline.

Arkansas note from our research: Arkansas Medicaid's six-month provisional RBT allowance lets a new technician start billing-eligible work while completing the BACB training and exam, if enrolled as a Medicaid provider, background-check cleared and supervised by an enrolled BCBA. Missing the six-month limit stops billing until certified. Out-of-state or distant providers can use single case agreements.
