Practice requirements for ABA providers in Alaska
Last researched October 21, 2026
The internal processes a practice in Alaska has to run before and after a technician starts. A practice, not MeetAllo, remains responsible for compliance.
Requirements for practices
- Facility or agency license
As of 2026-10-21, this describes the community behavioral health services provider route, not a universal ABA facility license. Under that route, the provider must meet 7 AAC 70.100 and 7 AAC 135.030 and employ at least one behavior analyst licensed under AS 08.15.020(a) (7 AAC 135.300(a)(1)). 7 AAC 70.100 includes organizational qualifications, such as being a city, borough, or other political subdivision of the state or a nonprofit corporation. The remaining details of 7 AAC 70.100 and 7 AAC 135.030 were not read.
- Background checks
Licensed behavior analysts, assistants and technicians are subject to AS 47.05.300-47.05.390 and 7 AAC 10.900-10.990 (barrier crimes, criminal history checks, central registry) and must submit a criminal history check request under 7 AAC 10.910. 7 AAC 105.210 also incorporates the barrier crimes and conditions and background-check framework into Medicaid provider enrollment.
- Staff training
A supervisor must first complete supervisory training before supervising assistants/technicians (7 AAC 135.300(d)). The training may come from the BACB or another approved certifying entity. No additional state technician training hours were found in a limited search. That is not proof that no other obligations exist.
- Other requirements
Each individual rendering services must be separately enrolled in Medicaid, and an eligible provider must enroll with the department before billing (7 AAC 105.210). Prior authorization: 7 AAC 135.350(m) retains text requiring a request for an additional authorization period to be submitted 14 days before the end of the previously authorized period of treatment, with a reassessment and updated treatment plan. This should not be read as a universal current requirement. The July 2025 amendments repealed 7 AAC 135.300(a)(1)(C), (a)(2)(B), (a)(3)(D), and 135.350(g). Current 7 AAC 135.040(c)(19) lists autism services among services permitted without prior authorization by the department. Subsection (m) itself was not repealed, but its retained wording appears inconsistent with that change. Apply the 14-day language only to authorized periods where authorization still applies. Special discharge-planning authorization remains in 7 AAC 135.350(k)(9)(C). Medicaid questions: doh.dbh.mpassunit@alaska.gov (per DBH fee schedule).

- Supervision requirements
Alaska Medicaid rules do not state a numeric supervision percentage, monthly hour minimum, or required number of observations. A licensed behavior analyst who supervises an assistant behavior analyst or an autism behavior technician, and a licensed assistant behavior analyst who supervises an autism behavior technician, must first complete the supervisory training required by the BACB or another certifying entity approved under AS 08.15.020 (7 AAC 135.300(d)). A licensed behavior analyst with that training may supervise assistant behavior analysts and autism behavior technicians (7 AAC 135.300(g)). A licensed assistant behavior analyst must be supervised by a licensed behavior analyst with that training and, with that training, may supervise an autism behavior technician (7 AAC 135.300(h)). For the licensure exemption in AS 08.15.070(3), an autism behavior technician must be supervised by a licensed behavior analyst or licensed assistant behavior analyst with the 7 AAC 135.300(d) training, may not design intervention or assessment plans, and implements interventions developed by the supervising behavior analyst or assistant behavior analyst, including instruction, behavior protocols, data collection, and applied behavior analysis in home, community, and school settings (7 AAC 135.300(i)). AS 08.15.020(b)(7) requires an assistant behavior analyst to be directly supervised by a licensed behavior analyst. Protocol treatment must adhere to protocols identified by a licensed behavior analyst, and group protocol treatment must follow the treatment plan created by a licensed behavior analyst (7 AAC 135.350(d), (e)). Each rendering practitioner in a community behavioral health provider or behavior analyst group practice must be supervised in accordance with 7 AAC 135.300(d) and separately enrolled (7 AAC 135.300(a)(1)(D), (a)(3)(C)).

National baseline for onboarding a technician
Items below are supported by BACB or regulator sources. Your state may add more.
- Verify RBT status on the BACB Certificant Registry (status, expiration, listed supervisor; red text means may not practice) or via portal verification report / $25 written verification.
- Ensure a qualified BCBA/BCaBA supervisor (with completed supervisor training 2.0) or RBT Requirements Coordinator lists the RBT as supervisee in their BACB portal before the RBT provides services as an RBT.
- Assign a supervisor/Coordinator for every client the RBT serves; no relation, employer-superior or multiple relationship with the RBT.
- Plan supervision: 5% of monthly service hours, at least two real-time contacts per month, one individual, one observation of services; document dates, durations, format, observations; retain 7 years.
- Criminal background check and abuse registry check comparable to those for home health aides/child care/teachers, within 180 days before the application is paid; fingerprinting may be required by state or organization.
- For applicants: have a BCBA/BCaBA Responsible Assessor (with 8-hour supervision training, same organization as applicant and clients, not related/subordinate/employed by the applicant at the time of assessment) complete the ICA after the 40-hour training; keep assessment records 7 years.
- Attesting Certificant for the application attestation must not be related to, subordinate to, or employed by the applicant.
- Correct worker classification (employee vs contractor) for RBTs; BACB may ask for a tax professional's written opinion in an ethics matter.
- For TRICARE ACD enrollment: RBT/ABAT/BCAT or state certification, current BLS/CPR, authorized ABA supervisor named, 10-year federal/state/county criminal and sex-offender history check.
- For Medicaid/commercial payers: confirm state Medicaid or payer definition of technician qualifications, enrollment and credentialing before billing (state-specific).
Verify any certified technician on the BACB certificant registry.
